- NA Notice of intent to solicit on a sole source basis with Copestone Resources, LLC, 2318 North Madelyn Circle, Tucson, Arizona 85712 for extended research and development (R&D) effort on the Ammunition/Weapon Ground Truth Database to achieve conformance to t he Army transformation plan on the Integrated Test Management Framework (ITMF) migration at United States Army Yuma Proving Ground (USAYPG). It is the intent of the government to modify the completion date of contract No. DATM07-02-C-0033 from November 200 3 through April 2004. As Copestone Resources has already begun several layers and scenarios of test, simulation and validation, they possess detailed familiarity with the existing ITMF systems, interfacing military systems and equipment, it is determined t hat only Copestone can finish this effort. Upon completion of the effort, the government will possess a complete technical data package documenting the system from which to solicit any future efforts competitively. Conformance to the Army Transformation pl an requires that the current ITMF meet with the concepts outlined by Network Centric Warfare documentation. The challenge of this effort is that the interconnection of live test data with simulation and models requires that any parameter or data element re quired by the model or simulation is valid to within a specified degree of accuracy. Further, any data element provided to a model or simulation may, as a function of the model or simulation is required to be operated on by any number or type of mathematic al operation(s). If the data element exceeds any bound of operation the model or simulation may fail. The determination of all of the data elements in relation to the performance of the model or simulation is the major component of this effort. The second component is the location of the remaining data elements that are required to validate the data to be transmitted to the models. The input to the model and simulations is well known but the means to validate each data element in near real-time is the basi s of the problem. This continued effort is to ingest the data required to validate the data elements required by the models or simulations into the most appropriate database that is a part of the ITMF system. If this information or data element is not coll ected in an automated manner or in a manner that is not real-time enough to full fill the needs of the data transmission, then the contractor will be required to develop a monitor and/or responder or parser or any other device that is consistent with the I TMF architecture to complete the ingestion required. It is anticipated that the continuation of this effort will require an additional 4.5 months of effort. The government intends to modify the contract no later than 45 days after publication of this notic e therefore, only proposals received before the close of business on the 45th day after publication of this notice shall be considered.
