- NA This solicitation notice is for the addition to and repair of a Washington Air National Guard Medical Training Facility, Project Number GJKZ 99-2462, located at 141st Air Refueling Wing, Washington Air National Guard, Fairchild AFB, Spokane Washington. The final building will be an 11,800 SF Medical and Dental Clinic for the Washington Air National Guard. The existing 8,500 SF building will be gutted and reused and a 3,374 SF addition will be constructed to the east of the existing building. A new roof wil l be added spanning over the existing building and covering the addition. The addition and roof are supported on a piling and grade beam system. New mechanical and electrical systems will be provided. The contractor will furnish all material, tools, labor, equipment and supervision necessary to perform and complete the work. The estimated construction cost is between $1,000,000 and $5,000,000. The contract type will be firm fixed price. To be eligible for award, a firm must be registered in the DoD Central Contractor Registration (CCR). Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. The North American Industry Classification System (NAICS) code for this work is 233320 building alterations, nonresidential, commercial and institutional buildings, general construction. The small business size standard is $28.5 million. This acquisition is unrestricted regarding business size with Price evaluation Preference for HUBzone Small Busi ness Concerns (reference FAR 52.219-4). All responsible sources are encouraged to bid. The tentative date for issuing the solicitation is on-or-about August 12, 2003. The tentative date for the pre-bid conference is on-or-about Sept. 3, 2003 @ 09:30 a.m. l ocal time at the 141st Contracting Office, Building #2001E and all contractors are encouraged to attend. It is requested that any questions you might have for the pre-bid be sent via email by August 26, 2003 to leslie.jines@wa.ngb.army.mil. The bid opening is scheduled for on-or-about September 12, 2003, 1030 a.m. locale time at the USPFO for Washington. Construction/contract completion time is 240 days. This project has been assigned Invitation for Bid (IFB) number DAHA45-03-B-2001. Requests for the solici tation package should be submitted as soon as possible after the formal issue of this advertisement in the Federal Business Opportunities (FedBizOpps). To obtain plans and specifications offerors must register in the Electronic Bid Solicitation (EBS) syste m located at http://www.nationalguardcontracting.org/ebs/advertisedsolicitations.asp. Any prospective bidder interested in bidding on this solicitation must register in the EBS System to be placed on the plan-holders list. If you do not register, the Unite d States Government is not responsible for providing you notifications of any changes to this solicitation. The entire solicitation including plans and specifications will be available in electronic format through the EBS site. Prospective bidders may also obtain plans and specifications in hard copy or compact disk (CD) format by writing to Abadan Reprographics, 603 E. 2nd Ave, Spokane, WA 99202 (509)624-0116 or 1-800-572-3706. A non-refundable fee of $50.00 per set will be charged for the printed version, and a non-refundable fee of $20.00 per copy will be charged for a CD. Payment can be made by check to Abadan Reprographics. Any prospective bidders obtaining the plans and specifications from Abadan Reprographics are still required to access the aforement ioned EBS web site and register to be placed on the plan-holders list. Amendments, if/when issued will be posted to the EBS system for electronic downloading. This will normally be the only method of distributing amendments; therefore, it is the offeror's responsibility to check the web site periodically for any amendments to this solicitation.
