- This is a total HUB-Zone set-aside. General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, http://ideasec.nbc.gov. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notification will be sent. Proposed Issue Date: September 4, 2003. Title of Project: Emergency Medical Services Building, GRCA-029, PMIS 016672. The work consists of the general construction of the addition to the Emergency Medical Services Building on the South Rim of the Grand Canyon National Park. In addition to advising potential offerors of the proposed solicitation, this announcement is also intended to inform the contracting community of the possibility that the solicitation which is to be posted by the National Park Service, Denver Service Center on two Federal government electronic commerce websites including FedBizOpps (http://www.fedbizopps.gov/) and the National Business Center (http://ideasec.nbc.gov/) may be impacted by a potential shutdown of National Park Service internet connectivity as early as Monday, July 28, 2003. As part of ongoing litigation we have been advised that an order may be issued requiring the National Park Service to cease all internet operations. This announcement explains to potential offerors the steps which will be taken by the National Park Service - Denver Service Center as well as actions which will need to be taken by prospective offerors in order to mitigate the impact of this shutdown to ensure that the procurement process is minimally impacted. In the event of a shutdown, as a workable alternative to potential offerors downloading files from the website, the Denver Service Center will make all information pertinent to the solicitation including the solicitation, all amendments, attachments, plans and specifications available on compact disk(s). Offerors can request this information by calling the listed contact person. Information will be mailed to the requestor by overnight mail. Offerors are reminded that it is imperative they contact the listed Contract Specialist prior to the close of the respective solicitation period to ensure that they have a current and complete set of solicitation documents prior to submitting their offers. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability and will then select the contractor whose proposal represents the best value to the government. Estimated Price Range: $1,000,000 to $5,000,000. Time for completion: 300 calendar days. Proposal receipt date is approximate. Actual date will be established at the time proposal documents are available. All responsible HUB-Zone sources may submit an offer that will be considered.
