Description
This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation under solicitation number M6700103Q0017. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. The NAICS code for this procurement is 541511. This solicitation is set-aside 100% for small businesses, and the government intends to make only 1 award. The purpose of this solicitation is for the purchase of maintenance for ARC software. FOB site: Destination. Any offers other than FOB destination will be rejected. The following provision/clauses and addenda apply to this procurement- FAR 52.212-1 Instructions to Offerors-Commercial Items; addenda to FAR 52.212-1 Period for acceptance of offers. The government requires a minimum acceptance period of 90 calendar days. FAR 52-212.2 Evaluation-Commercial items. Quotes will be evaluated based on the offeror?s technical ability to meet the government?s needs, past performance, and price, in that order. The contractor shall submit two references for past performance, to include company name, contract number, phone number, point of contact, and any other relevant information. FAR 52-212-3, Offeror Representations and Certifications-Commercial Items. The contractor shall submit a completed copy of Representations and Certifications, contained in FAR 52-212-3, wi th their proposal. Offers that fail to furnish required representations or information, or reject the terms and conditions of this solicitation, may be excluded from consideration. FAR 52-212-4 Contract Terms and Conditions-Commercial Items, FAR 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders. DFARS 252.212-7001 Contract terms and conditions required to implement statutes or Executive Orders applicable to Defense acquisitions of commercial items. The contractor shall provide warranties for all parts and maintenance in accordance with the contractor?s standard commercial practices. Offerors must be registered in the CCR (Central Contractor Registration) database. Lack of registration in the CCR database will make an offeror ineligible for award. Information may be obtained by calling (888) 227-2423 or via the internet at http:/www .ccr.gov. As a condition of contract award, the Contractor may be required to implement the Department of Defense web-based software application, called Wide Area Workflow Receipt and Acceptance (WAWF-RA). This application allows DoD vendors to submit and track invoices and Receipt/Acceptance documents electronically. This application allows for complete visibility throughout the acceptance and payment process. The web-site for registration is <http://rmb.odgen.disa.mil/>. WAWF training can be accessed at <http://www.wawftraining.com>. The government requires delivery of items no later than 30 days from the date of contract award. Items shall be delivered to Traffic Management Office, Bldg 1011, Camp Lejeune, North Carolina 28542-0004. Offers are due to Contracting Division, P.O. Box 8368, MCB Camp Lejeune, NC, 28547, no later than 11 August 2003, 16:30, Eastern Standar d Time.
