Description
NAICS Code: 5612 The U.S. Environmental Protection Agency's Office of Underground Storage Tanks (OUST) requires commercial services in accordance with Subpart 12.1. This is a combined synopsis/request for quote (RFQ) for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice provided in the EPA website below. The description of agency need is as follows: guest rooms, meeting rooms, audiovisual equipment, business center services and other services to be defined in the Statement of Work of a hotel in the continental United States for its 16th Annual UST/LUST National Conference. Support needed for this procurement includes the above requirements for the actual conference scheduled for three (3) days plus pre and post conference meetings during March 2004. Additionally, one meeting room for the agenda planning committee meeting to be held in the Fall of 2003 is also required. The estimated number of sleeping rooms per night is: Day 1 (Fri) 2 rooms Day 2 (Sat) 90 rooms Day 3(Sun) 291 rooms Day 4 (Mon) 310 rooms Day 5 (Tues) 295 rooms Day 6(Wed) 125 rooms Day 7 (Thurs) 41 rooms Day 8 (Fri) 3 rooms The meeting space requirements for the actual 3 day conference include, but are not limited to, one registration and literature area for flow of up to 400, one office, one speaker ready room with storage, meeting rooms for 40 hollow square style, meeting rooms for 150 chevron classroom style, meeting rooms for 150 half-rounds style, one general (plenary) session for 400 theater style, refreshments space for flow of 350, breakout rooms for 50 - 150 chevron classroom style, reception space for flow of 350 cocktail rounds style, exhibit space for 40 tabletops and 10 poster stands with flow of 350, and luncheon space for 375 rounds style. This Synopsis/RFQ does not include meeting planning services, site selection services, or food and beverage. The government has a non-federal partner that procures the food and beverage from the selected hotel. MANDATORY REQUIREMENTS: The hotel must 1) be compliance with the Hotel and Motel Fire Safety Act of 1990, 15 U.S.C. 2201 et seq., (Public Law 101-391) and hold a FEMA certification number; 2) be compliance with the Americans with Disabilities Act, 42 U.S.C. Section 12101 et seq., (ADA); and 3) have one of the following ratings: First class or higher per the Official Hotel Guide; three crowns or higher per the OAG Business Travel Planner; three diamonds or higher per AAA; or two stars or higher per the Mobil Travel Guide. HOW TO ACQUIRE A COPY OF THE STATEMENT OF WORK: EPA has posted the statement of work on the following website: http://www.epa.gov/oam/srpod/index.htm. The statement of work will contain the details of the rooms and services required by the hotel, the instructions for submitting a quote, and how the quotes will be evaluated. This will NOT be a small business set-aside but a full and open competition, using simplified acquisition procedures. The associated NAICS code is 5612. All responsible hotels may submit a quote that will be considered by EPA. EPA anticipates awarding the contract in September 2003.
