- Description
- The National Science Foundation (NSF) Library seeks to replace its existing library system with a modern, commercial-off-the-shelf (COTS) library system. The ILS will manage the Library's core operations in technical services (acquisitions and fund accounting, cataloging and authority control, serials control, and physical processing), reader services (online public catalog, interlibrary loan, and circulation and inventory), and digital resource management. This fully integrated system must support a wide variety of library functions and allow staff and researchers to locate and manage information from internal and external digital resources, regardless of format, through a single interface. The new system should meet the following requirements: (1) The system must be a COTS web-based system; (2) The system must allow the Library staff, to be able to update, maintain, and customize the system's database and add or delete fields as necessary; (3) The system must be able to easily connect to multiple internal and external databases and provide functionality that allows the users to manipulate the data results; (4) The system must be based on open standards such as ODBC, SQL and XML, rather than proprietary software; (5) The system must be compatible with the NSF IT systems architecture; (6) The system must be compatible with ColdFusion website development software; (7) The system must provide easy methods of day-to-day operations such as emailing overdue notices through the NSF email system Outlook, maintaining interlibrary loan requests and acquisition record keeping; (8) The system software must be capable of managing non-bibliometric resources such as experts (NSF reviewers), audiovisual files, internal Library records, etc. Records must be customizable to include fields specific to each type of resource; (9) The system must support varying levels of access be user type and user identity; (10) The system must have unlimited read/write access for the database software; and (11) The system must be scalable so that it can grow with the number of simultaneous users, can support additional functionality, and it can accommodate future plans for creating robust knowledge management applications. The ILS must be able to import and export needed data in the internal systems without corruption or loss. The contractor must migrate existing databases to the new ILS. Software must be commercially available and configurable for the Foundation's needs. The contractor must provide the commercial ILS, engineering analysis, system design and security, configuration and customization, data migration, initial training, acceptance testing, in addition to software maintenance and support extending over a period of 12 months with options to extend software maintenance and support for 48 additional months. The goal is to have a fully operational system no later than the first quarter of fiscal year 2004. Offerors must demonstrate experience in providing ILS for libraries of comparable size and complexity.
