Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USDA, Forest Service, Region 3, Lincoln National Forest, located in Southern New Mexico, plans to award a Firm Fixed Price Commercial Service Contract for the Botanical Surveys 2003 Field Season Wildland-Urban Interface Thinning Project for The Lincoln National Forest Sacramento Ranger District, Cloudcroft NM. The Government will award each Bid Item individually to the lowest bidder on that item. The government reserves the right to award one, several, or all items. Surveys are to be conducted during August and September, 2003. All work is confined to National Forest System lands near Cloudcroft, New Mexico. The contractor is responsible for his/her own access to the survey areas by way of paved or dirt roads and cross-country hiking. Please note that not all roads indicated on maps are necessarily passable or open. The areas to be surveyed may or may not be physically identified on the ground, but are delineated on the project maps which show land features such as roads, drainages and ridgelines. The surveys require hiking over rough terrain and cross-country through under-story vegetation. The intensity of surveys shall be regulated by ensuring that no more than 210 acres per person per 8-hour field-day are surveyed. The contractor must have at least a Bachelor’s Degree in Botany or Ecology and have work experience in New Mexico conducting rare plant surveys, identifying plants in the field, making field-collected specimens, and using technical keys to identify plants. The contractor is responsible for directly supervising all work conducted by others and for and ensuring that surveys are carried out by people experienced at conducting field surveys and identifying plants located in the field, including the rare species that are the targets of these surveys. Target plant species are listed in Attachment A. A Lincoln National Forest Population Site Report Form shall be completed for each target species located. Routes of travel for surveys, and target species occurrence locations shall be indicated on the project area maps provided by the Government to the contractor. The contractor is responsible for making his or her own photo-copies of the Population Site Report Form for field use from the master copy provided. All survey reports and products become the property of the U.S. Forest Service, which will determine further use and distribution of the information. Contractor-Supplied Materials and obligations: The Contractor shall provide all labor, housing, supervision, transportation, tools and materials necessary to perform the work specified by the contract, except for those items listed as Government-furnished. Specifically, but not necessarily all inclusively, the Contractor shall furnish: - Compass, set to local declination - Clinometer or other device allowing determination of percent slope - Plant Press, plant dissecting tools - Technical Flora(s) and reference materials allowing identification of plants found - Hand lens, dissecting microscope - Orange Spray paint in aerosol cans. Government-Provided Materials: The Government will provide the following materials to each Contractor: - Flagging Tape (unused flagging tape will be returned to the government)- Three copies of GIS maps of survey units with known occurrences of target species indicated - Master copy of Lincoln National Forest Population Site Report Form - Access to aerial photos in Forest Service office in Alamogordo or Cloudcroft. Payment - Payment will be made upon acceptance of all completed work and products. No partial payments will be made. An invoice for payment, which includes the Contractor's name and address, Purchase Order number and Federal Tax ID, or Social Security number, must be submitted upon completion of the work. Payment will be initiated after Forest Service review and acceptance of all deliverables, including maps, reports and specimens. RFQ-R3-08-39-03 will be issued as a Request for Quotation. This solicitation incorporats provisions and clauses in effect through Federal Acquisition Circular 2001-14. This will be a one (1) year contract with five (5) line item. The line item will be unit of issue per acres charge. Line Item #1: Sleep Unit Plant Surveys 2,106 acres; Per acre charge $ __________. Total for Line Item #1 $ __________. Line Item 2: Haines Unit Plant Surveys 1191 acres; Per acre charge $ __________. Total for line Item #3 $ __________. Line Item #3: Hyatt Unit Plant Surveys 1106 acres; Per acre charge $ __________. Total for Line Item #3 $ __________. Line Item #4: Nelson Unit Plant Surveys 1737 acres, Per acre charge $ __________. Total for line Item #4 $ __________. Line Item #5: Dirty Drawers Plant Surveys 1274 acres, Per acre charge $ __________. Total for Line Item #5 $ __________. TOTAL PRICE FOR ALL FIVE LINE ITEMS $ _______________. Must include the New Mexico Gross Receipts Tax $ __________. Total Price plus NM Gross Receipt tax $ _______________. The Service Contract Act will apply if wages are paid hourly. This work will take place in the Sacramento Ranger Districts. It is required that a bid be submitted with a price per acre for each line item. Please note that the quantities of acres are only estimates. The following clauses and provisions will be incorporated by reference for this solicitation; Provision at 52.212-1, Instructions to Offerors (Oct 2000) – Commercial, Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications (June 2003)-- Commercial Items, with its offer, Clause at 52.212-4, Contract Terms and Conditions (Feb 2002) -- Commercial Items, applies to this acquisition, Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders (June 2003) --Commercial Items, applies to this acquisition, 52.216-27, Single or Multiple Awards (Oct 1995). Contractors will provides bids on the entire project. Payment for the awardee will be by Electronic Funds Transfers. The RFQ due date is August 8, 2003 at 1600. The price range for this project is estimated to be under $100,000.00. This will be set aside for a small business with an NAICS code of 115310.
