- (i) This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes ONLY the solicitation; proposals are being requested and a written solicitation will NOT be issued. (ii) RFQ-CAZ-03-079, this solicitation, is issued as a Request for Quotations (RFQ). One award will be made on a fixed price basis. Award will be made to the vendor who can provide the lowest price, meet all specification requirements, and meet the required delivery schedule. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-15 with corrections dated July 24, 2003. (iv) This is a total small business set-aside under NAICS code 334516, size standard 500 employees. (vi) The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (vii) The provision at 52.212-2, Evaluation, Commercial Items is applicable to this acquisition to this acquisition. (viii) Offerors are to include a completed copy of the provision. The provision is provided to the Offeror on-line at http://www.arenet.gov/far, on Federal Business Opportunities at http://www.fedbizopps.gov, at the USDA Forest Service location: R-2/RMRS Central Administrative Zone, Fort Collins CO. (ix) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (x) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xi) Offers are due by 16:30 local Mountain Standard time, August 18, 2003. Offers can be mailed to the USDA Forest Service, Central Administration Zone, Attn: Christina A. Schofield, 240 West Prospect, Fort Collins, CO, 80526. Facsimile offers will be accepted at 970-498-1045. It is the Offeror?s responsibility to contact the acquisition office to verify the complete offer package is received if submission is via facsimile. Required specifications include: Technical Specifications: The automated system for analysis of plant, soil, and water samples must utilize Automated Flow Injection Analysis and the system must include or be field upgradeable to include the technology of Column-Suppressed Ion Chromatography (IC). The IC unit shall operate simultaneously and independently of flow injection analysis (FIA) and share peripheral components including sampler, dilutor, sampling pump, electronics unit and data station. - All chemistry manifold fluidics must be made of an inert fluorocarbon polymer (i.e, PTFE tubing). - Analyzer must be attached to a compact XYZ Auto sampler. - All fluidic components must be user-accessible from the top of the instrument. - Every individual component in the fluidic path must be user-replaceable (Chemistry blocks with internal fluidic paths are not acceptable.). - The system must provide the corrected data in real-time. As soon as the sample is through the detector, the final concentration must be available. - The software must include Data Quality Management with the following: o QC limits for each QC check standard, both relative and absolute. o User-defined QC limits with out-of-range detection and immediate correction prior to any inaccurate data generation for any type of sample. o Automated QC/QA protocol to monitor accuracy and precision. o A selection of types of QC samples, i.e.: blanks, knowns, checks, duplicates, spikes, and spiked duplicates for each sample. o Automated calculation of the USEPA?s Method Detection Limit (MDL). The software must include the following closed-loop and intelligent data quality management capability. Should any quality control (QC) sample (check standard, duplicate, spike, spiked duplicate, method detection limit, calibration standard, blank, lab control sample, etc.) fail to fall within specifications set by the operator, the software automatically instructs the instrument to perform one of five options: 1.) give a message showing how far out of specification the QC is, but continue the run, 2.) automatically re-calibrate and rerun all samples, 3.) automatically re-calibrate and rerun all samples after the last quality control set that passed, 4.) abort the run, 5.) offer a menu with choices 1-4. The software must allow report formats to be defined and saved by the customer. The report formatting must be graphically-based. The report must be printable, and exportable in HTML or RTF formats. Technical Support and Training Specifications: - The instrument must be supported by local technical support. Access to local technical support and repairs will prevent prolonged down-time. A loaner instrument must be available within 48 hours in the event of equipment failure, both during and after the warranty period. - Two days of technical training must be provided with the equipment.
