Description
Gifford Pinchot National Forest 10600 NE 51st Circle Vancouver, WA 98682 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. R6-GIP-3-029 is issued as a Request for Quotes for a Commercial Item. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. NAIC code235210, size standard $12.0. Delivery of services will be to: Gifford Pinchot National Forest 10610 NE 51st Circle Vancouver, WA 98682 The scope of this contract is to secure the following: 1. Purpose: Paint buildings Mt. Adams Ranger District. This includes complete paiting of up to 13 buildings including all labor, prep. Work, materials, disposal, monitoring, equipment, and clean-up as required. All buildings except 2123, 2124 and 2128 have paint layers that MAY contain led and applicable OSHA, EPA HUD and State Standards for tennant notification, worker and occupant safety, paint removal and disposal will apply and be enforced. 2. Contract Calendar: The Contractor shall complete all work within 60 calendar days after the effective date of the Notice to Proceed, which is estimated to be August 2003. 3. Location: Buildings 2123, 2124, 2128, 1046, 1069, 2318 and 1319 are located at the Wind River Work Center. From Carson, Wa. Proceed North on Wind River Highway approx. 6 miles to Hemlock Road. Wind River Work Center is located at mile post 1 on Hemlock road. Buildings 1000, 1004, 2018, 2100 and 2200 at Mt Adams Ranger Station located in Trout Lake, Wa. Building 1007 - Gotchen Guard Station is located at mile post 0.2 on Forest Service road 8225-060 which can be reached by going North from Trout Lake, Wa. on road 17 approx 3.5 miles to Forest Service road 82. Follow road 82 for 0.4 miles to Forest Service road 8225. Proceed on road 8225 for 3.1 miles to Forest Service road 8225-060. Evaluation Factors for award are: Award will be mde to the best combination of price, Record of Past Performance and other factors. Award may not be made to the lowest price; the Government reserves the right to make technical/price tradeoffs. 6. Description of work: Preparation, painting and finishing exterior surfaces of 7 buildings at the Wind River Work Center, 5 buildings at the Mt. Adams Ranger Station and one guard station cabin located on Forest Service Road 8225-060. Work includes preparation, repainting and refinishing of previously painted or stained surfaces throughout the project. ALL BUILDINGS EXCEPT 2123, 2124 and 2128 HAVE PAINT LAYERS THAT MAY CONTAIN LEAD AND APPLICABLE OSHA, EPA, HUD AND STATE STANDARDS FOR TENNANT NOTIFICATION, WORKER SAFETY, PAINT REMOVAL AND DISPOSAL WILL APPLY AND BE ENFORCED. Submittals Paint color and paint samples subject to CO approval. Product Handling: Deliver materials to the site in original unopened containers except containers may be opened and resealed at the shop for custom mixing of colors. Materials, which show indications of damage from freezing or other cause, shall not be used. Storage of paint, chemicals, and equipment overnight in the buildings is prohibited. A portable storage unit may be used and positioned where approved by the Contracting Officer. Remove daily from site, cloths and waste material. Job Conditions: Apply solvent-thinned paints only when temperatures of surfaces to be painted and surrounding air temperatures are between 40 and 90 unless otherwise permitted by the paint manufacturer?s printed instructions. Do not apply paint in snow, rain, fog or mist, or when relative humidity exceeds 85 percent, or to damp or wet surfaces, unless otherwise permitted by paint manufacturer?s printed instructions. Painting may be continued during inclement weather if areas or surfaces to be painted are enclosed and heated within temperature limits specified by paint manufacturer during application and drying periods. Standards: Contractor shall know and comply with all applicable standards for Lead exposure in construction, including OSHA, WISHA and others that relate to worker health and safety. Compliance documentation required prior to start of work. Acceptable Manufacturers are those whose products comply with the technical requirements listed herein. Materials Paint must be high quality and appropriate for the job in conformance to Government requirements. Use only 100% latex acrylic paint for wood surfaces. For foundations use paint manufactured for use on concrete. For decks use paint manufactured for use on decks and compatible for decking material ? concrete or wood. For glazing use a product produced specifically for use on wood sashes. Inspection: Contractor is responsible for becoming familiar with the areas to be painted and the conditions of same and notifies the Contracting Officer immediately of conditions with potential to hamper safe conduct of the work. Work will immediately be suspended until conditions are corrected or changed. Surface Preparation Perform preparation and cleaning procedures in accordance with paint manufacturer?s instructions and as herein specified, for each particular substance condition, following the standard commercial practices. Pound in any loose nails and add galvanized nails or screws as necessary to re-secure loose siding. Notify the Contracting Officer of any conditions such as rot or missing siding, or other building defects that require repair. The windows on the following buildings 1046, 1069, 2318 and 2100 will require re-glazing prior to painting. Re-glazing will require removal of loose and failing glazing and application of new glazing and primer prior to painting. Existing glazing which is tightly adhered to the sash/mullion is to remain. Apply new points as necessary prior to re-glaze. Quantity of glazing for building 1046, 1069 and 2318 is approximately 15% and 2100 5%. This work is incidental to the painting of the buildings. Clean windows that have been re-glazed on completion of work. Previously Painted Surfaces: Remove all peeling, cracked or loose paint, dirt and mildew by washing, scraping, or sanding, using appropriate engineering controls, monitoring, and personal protective equipment as required for working with paint dust or lead based paint. Feather rough edges and dull hard glossy areas with methods approved by EPA. Clean/wash all surfaces to be painted with stiff brush, sponge, pressure washer or other method in compliance with EPA and OSHA guidelines using a detergent solution. Where mildew exists use a product or method recommended by the paint manufacturer for removal. Rinse with clear water and allow to dry thoroughly before painting. Spot prime all areas where wood surface has been exposed. After priming, fill holes, cracks in siding and imperfections with putty or plastic wood following manufacturers recommendations. Fill joints in siding, trim and seal around window and door trim with latex caulking. Where metal surfaces have rusted remove rust and prime with a metal primer prior to painting. Window re-glazing will require removal of loose and failing glazing and application of new glazing and primer. Existing glazing which is tightly adhered to the sash/mullion is to remain. Apply new points as necessary prior to re-glaze. Paint Disposal: Use a geo-textile fabric, plastic sheeting, or some other means to capture and contain all removed paint chips and dust and not allow them to fall onto the ground. Containment system shall be secured to building and constructed to ensure water flow or wind will not allow paint residue to escape. Collect all removed paint and debris daily. Dispose of off Forest Service lands following the State and Federal regulations for lead based paint as appropriate. Materials Preparation Mix and prepare painting materials in accordance with manufacturer?s directions. Application -General: All surfaces painted shall receive 2 coats, plus additional coats if necessary to cover. Apply paint in accordance with manufacturer?s directions. Use applicators and techniques best suited for substrate and type of paint being applied. All coats applied by spray will be either ?back rolled? or ?back brushed?. Follow all limitations of moisture content of surfaces, rate of application, drying time between succeeding coats, mixing requirements, and temperature limitations. Apply first coats to surfaces that have been pretreated, cleaned, or otherwise prepared for painting, and have been approved by the Contracting Officer, as soon as practicable after preparation and before subsequent surface deterioration. There shall be at least 24 hours but not more than 2 weeks time between successive coats of paint. Painting shall not be started when weather conditions are unfavorable to complete the particular section of building. Finish coats shall be smooth and free of brush marks, streaks, laps, or missed areas. Inspection: Do not apply additional coats of paint until the preceding coat has been inspected and approved by the Contracting Officer. Only inspected coats of paint will be considered in determining the number of coats applied. Paint Type and Colors: Generally use flat finish paint on rough sawn textures, beveled siding and foundations, satin finish on trim, and semi-gloss finish on doors. Color schemes are to match existing except buildings 2123, 2124 and 2128 which currently have 2 base colors and trim. New scheme will be 1 base and trim ? garage doors on these buildings not to be painted. Color to be selected by the Contracting Officer from manufacturers color samples and may differ from existing. Outside of exterior doors on building 2018 are to be white ? other buildings paint doors to match existing schemes. Concrete foundations are to be painted gray on all buildings except those with rock foundations (buildings 1004 and 2200) and buildings 1069, 2123, 2124 and 2128. Frames on window screens on building 1000 not to be painted. The regular items to be painted are: siding; doors, wood screen doors and jambs; wood window sashes, frames, wood storm windows, and screen frames; ladders, soffit, fascia, wood stairs and rails, wood or concrete porch decking, lookouts, rafters, foundations and trim. Paint surfaces as they are at this time, trim that is face painted may be face painted, trim which is painted on face and sides to be painted in same fashion. Apply base and trim colors to same areas as presently painted using same contrasting scheme. Clean-up and Protection: Cover or otherwise protect areas adjacent to surfaces being finished to protect against over spray. Protect plants, trees, and private property around the buildings as necessary from over spray and damage. Ensure rock foundations are protected from new paint. Provide protection to employees and visitors by barricading areas during preparatory work, finish application and cleanup. Stop spray application if wind is blowing spray into unprotected areas. Clean-up shall be in conformance with standard industry practices. The provisions at 52.212-1, Instructions to Offerors, Commercial Items apply to this solicitation. (i) and (j). Offerors must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications ? Commercial Items, with their offer.
