- NRCS is requesting proposals for monitoring services for easement sites under the USDA-NRCS Wetland Reserve Program (WRP). Work shall include coordinating, monitoring, evaluating and reporting on WRP easement tracts in accordance with NRCS WRP provisions. Work will be performed in Western Iowa consisting of the following Louisiana parishes: Franklin, Ouachita, Concordia, Richland, Tensas, Catahoula, Avoyelles, Pointe Coupee, Bossier, Rapides, Caddo, Natchitoches, and Caldwell. All work will be completed by December 31, 2003. Work to be completed in accordance with NRCS standards and specifications. Contract will be performance-based. NRCS plans to evaluate proposals using the following criteria and make award to the technically acceptable proposal offering the lowest price. EVALUATION CRITERIA: (1) Technical capability, (2) Personnel Qualifications, (3) Price. In addition to meeting all qualifications specified by the solicitation the successful offeror must be registered and meet the requirements to serve as USDA Technical Service Provider (TSP) in the following categories: Wetlands (Interdisciplinary) Engineering Components and Wetlands (Interdisciplinary) Biological Components. Successful respondents must meet all required qualifications and attain all necessary certifications prior to being awarded a contract. The RFP will be made available online at the FedBizOpps website on or about August 8, 2003. All responsible sources may submit an offer which will be considered by the agency.
