- The Natural Resources Conservation Service is seeking qualified architect engineering (A&E) firms interested in providing Soil Conservation Technician services at the following locations in Mississippi: Laurel - Jones County; Tylertown - Walthall County; Eupora - Webster County; and Philadelphia - Neshoba County. These services are currently provided by Government personnel. This is a streamlined competition under the procedures of the Revised OMB Circular A-76, dated May 29, 2003 and the Brooks Act. Certain deviations may be incorporated, as approved by OMB, for retention of the previous cost rules or procedures. Offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. The NAICS code for this procurement is 541990. Any resulting contract will include a one-year base period and four option year periods. Duties include gathering resource data to assist landowners in identifying resource conservation needs, assisting in the development of basic conservation plans with landowners to address resource concerns, assisting landowners with the design, layout, and inspection of completed conservation practices, developing land treatment contracts utilizing existing USDA and other federal, state, and local cost-share programs, and providing annual follow-up on existing contracts. Assistance provided will include working cooperatively with the local NRCS field office staff, local conservation district, and other federal, state, and local partner agencies. Duties include assisting with conducting public education and information activities, conducting tours, presenting talks and preparing news articles as necessary. An effective knowledge of engineering design, surveying and computer use is required to fulfill the duties of these positions. The services to be performed are included in the Performance Work Statement (PWS). PRESELECTION CRITERIA: Firms must meet the following criteria in order to be considered for award under this requirement: (1) The Contractor shall provide a project manager and an alternate for administration and technical supervision of Contractor employees. The project manager shall be the Contractor's primary representative and have the Contractors full authority to act on matters pertaining to performance of services under this contract. The project manager and alternate shall each have a minimum of five (5) years of project management experience before commencing work under this contract. (2) Have a minimum of one engineer employed on a full time basis, that is registered in the State of Mississippi, for approval of engineering designs and to address complex conservation planning and application issues. (3) The Contractor must provide, at contract start time, one fully trained and qualified individual to perform Soil Conservation Technical Services at each location identified. SELECTION CRITERIA: Firms meeting the preselection criteria will be evaluated and ranked using the following criteria: (1) Specialized experience and technical competence in the type of work required. Evaluation will be based on the extent of directly related experience in performing, or the ability to perform the types of tasks described in the Performance Work Statement in Section C.5, Specific Work Requirements including: Mange Work Requirements, Promote Best Practices in Conservation, Provide Natural Resources Conservation Technical Application Guidance, Inspect and Verify Conservation Practices, Facilitate Conservation Activities Through Coordination and Educate General Public on Conservation Issues and Activities. (2) Qualifications necessary for satisfactory performance. Evaluation will be based upon the number of qualified personnel and their knowledge and level of experience associated with the requirements above, and their availability to perform work on this contract. (3) Capacity to accomplish the work. Evaluation will be based upon the number of personnel available in the disciplines described above, the quantity of existing work under contract, and the schedules for completion of the existing work. (4) Past performance on contracts with government agencies and private industry. Evaluation will be based upon the firm's experience with other government agencies and the private sector in performing the requirements described; and the quality and timeliness of performance under previous contracts. (5) Previous related job experience within the general geographic area of the logical business unit that provided knowledge of the soils, general land use and cropping systems used, typical conservation practices, and social factors related to the area. The above evaluation factors are listed in order of importance. Interested and qualified firms should submit three (3) copies each of their Standard Form 254 (SF-254), Architect Engineer and Related Services Questionnaire and Standard Form 255 (SF-255), Architect Engineer and Related Services Questionnaire for a Specific Project to the contracting office address listed above, not later than 4:30 p.m. on August 25, 2003. Only those firms responding by that date will be considered for selection.
