Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of 41 U.S.C. 253(c), with American Dental Association Health Foundation (ADAHF), of Gaithersburg, Maryland, to acquire services for the characterization of polymer crystallinity in gradient libraries using infrared microscopy. Services are required for the Polymers Division at NIST. *****Sole source determination is based on the Government's need for a combination of skills to perform the following: characterization of polymer films using infrared microscopy; measurement of the composition, degree of crystallinity, degree of degradation, and protein adsorption of polymeric materials, of a combinatorial library format. Materials will be model dental materials and the ADAHF will consult in determining appropriate test conditions for making comparisons with real dental materials. The ADAHF is uniquely qualified to perform the required services because they have the capability of providing a combination of researchers that includes both scientists and dental clinicians. Using the combined expertise, the ADAHF is able to provide high-quality spectroscopic characterization of dental materials with focus on clinically relevant measurements, and also to analyze the results and provide crucial comparisons with clinically relevant materials, thus making translation of laboratory research possible.*****The period of performance will be a twelve-month base year, plus one option period of twelve months.*****The North American Industry Classification System (NAICS) code for this acquisition is 541690, and the size standard is $6.0 million.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 8, 2003, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****See Numbered Note 26.*****
