- This is a combined synopsis/solicitation for commercial items (Cisco products) prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. *** The solicitation number is SB1341-03-Q-0718. The solicitation is issued as a request for quotation (RFQ). *** The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. *** This solicitation is set aside for HUBZone small businesses as prime Contractors only; only HUBZone small businesses may submit an offer, and each HUBZone small business Offeror must either (a) already be an authorized reseller for Cisco products or (b) enter into a Contractor Teaming Arrangement for this solicitation (see FAR Subpart 9.5, Contractor Team Arrangements) with another company that is a Cisco authorized reseller (that company would be a subcontractor for evaluation and award purposes). *** The NAICS code for this solicitation is 334210, and the small business size standard for that NAICS code is 1,000 or fewer employees. *** The list of contract line item number(s) and items, quantities and units of measure are extensive; therefore, they are not included in this RFQ. The list of those items may be obtained by the potential offeror sending an email to Joseph.Widdup@nist.gov no later than Wednesday, July 30, 2003. The list would then be emailed to the requestor in .xls format. *** All offered items must be priced on an FOB Destination basis. *** Delivery of all products to be ordered must be made to the address that will be specified in the delivery order (NIST, Building 301 Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899-0001). *** DELIVERY OF ALL ORDERED ITEMS MUST BE MADE TO THE SPECIFIED DELIVERY ADDRESS NO LATER THAN SEPTEMBER 24, 2003. *** The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. *** The provision at 52.212-2, Evaluation--Commercial Items, applies to this solicitation. Specific evaluation criteria to be included in paragraph (a) of that provision include: (1) Technical acceptability of items offered, in terms of whether they meet the specifications listed in this solicitation; past performance information for the Offeror and/or their subcontractor(s), and evaluated price. *** Offers for less than all required items and associated quantities will not be considered. *** Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with their offer, with all applicable sections therein completed by the Offeror. *** The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. *** The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition; the additional FAR clauses cited in that clause that apply to this solicitation include: (1) 52.203-6; (2) 52.219-3 (Note: Paragraph (e) of clause 52.219-3 does NOT apply, since SBA has granted a class waiver from the nonmanufacturer rule for NAICS Code 334210, under which code routers and switches of the type being procured in this solicitation fall; see http://www.sba.gov/GC/approved.html); (7) 52.219-8; (13) 52.222-3; (14) 52.222-19; (15) 52.222-21; (16) 52.222-26; (17) 52.222-35; (18) 52.222-36; (19) 52.222-37; (24) 52.225-13; (30) 52.232-34. *** All FAR provisions and clauses cited in this solicitation are accessible at http://www.arnet.gov/far under the button ?Current FAR? in Part 52. *** AT A MINIMUM, THE FOLLOWING INFORMATION MUST BE PROVIDED IN THE QUOTE: (1) Documentation that proves that the Offeror is currently a certified HUBZone small business, as determined by the U. S. Small Business Administration; (2) FOB Destination-based firm-fixed-price for each contract line item; (3) At least two past performance references for the offeror and their Contractor Team Arrangement partner(s) for similar contracts/orders completed within the past 3 years (or are currently being completed), to include the name of the customer organization, a named point of contact in that organization that is familiar with the contract/order from a technical or contractual standpoint, their phone number, their email address, and their fax number; (4) Indication of both duration of warranty and nature of warranty on all offered products (the Government requires that the standard base warranty be offered for items being quoted for this solicitation; extended warranty may offered, and, if offered, it must be priced separately in the RFQ); (5) Completed copy of FAR provision 52.212-3, which is accessible on the internet in .html format or .pdf format at http://www.arnet.gov/far under the button ?Current FAR? in Part 52; (6) Company name, company address, company phone number, company fax number, and company point of contact for the HUBZone small business offeror; and (7) Indication of maximum number of days required for delivery of all ordered items to destination address after receipt of order (assuming an award date of no later than Tuesday, August 19, 2003, and that all items MUST be received at the destination address no later than Tuesday, September 24, 2003). *** As noted above, the Offeror may enter into a Contractor Teaming Arrangement in accordance with FAR Subpart 9.6, Contractor Team Arrangements, with other company(ies) as part of their offer for this solicitation; in the event that the Offer elects to do so, then THE OFFEROR MUST SUBMIT A SIGNED COPY OF THAT CONTRACTOR TEAMING ARRANGEMENT, SIGNED BY AUTHORIZED REPRESENTATIVES OF THE AFFECTED COMPANIES (WHICH MUST INCLUDE, AT A MINIMUM, THE HUBZONE SMALL BUSINESS AND THE OTHER COMPANY THAT IS ENTERING INTO THE CONTRACTOR TEAM ARRANGEMENT), WITH THEIR OFFER. The Contracting Team Arrangement must specify the company names and company addresses of the parties to that agreement, the names and titles of the persons signing the agreement, as well as the respective roles of each company that is affected by the agreement as it applies to this solicitation only. THE HUBZONE SMALL BUSINESS MUST BE THE PRIME OFFEROR AND CONTRACTOR FOR OFFER AND AWARD PURPOSES, HOWEVER, FOR THE GOVERNMENT TO CONSIDER AN OFFER THAT INCLUDES SUCH AN AGREEMENT, SINCE THIS SOLICITATION IS SET ASIDE FOR HUBZONE SMALL BUSINESSES ONLY. *** IF THE OFFEROR IS NOT CURRENTLY AUTHORIZED BY CISCO TO RESELL CISCO PRODUCTS, THEN THE OFFEROR MUST ENTER INTO A CONTRACTOR TEAMING ARRANGEMENT WITH A COMPANY THAT IS A CISCO AUTHORIZED RESELLER IN ORDER FOR THE OFFER TO BE CONSIDERED BY THE GOVERNMENT. *** The award resulting from this solicitation, if made to a HUBZone small business offeror that is teamed up with another company that is a Cisco authorized reseller, would be made by the Government to the HUBZone small business, c/o the authorized Cisco reseller, so that the Contractor Teaming Arrangement is recognized in the order. (The Cisco authorized reseller would be a subcontractor.) *** Questions regarding this solicitation must be sent by email only to Joseph.Widdup@nist.gov, and must be received at that email address no later than Friday, July 30, 2003. *** Any amendments to this solicitation will be posted at www.fedbizopps.gov only and will not be released by other means to potential offerors. *** OFFERS MUST BE SUBMITTED BY EMAIL ONLY IN .DOC, .XLS AND/OR .PDF FORMAT(S) TO Joseph.Widdup@nist.gov NO LATER THAN TUESDAY, AUGUST 12, 2003. The pricing portion of the offer must be submitted in .xls format. Offers must be RECEIVED at that email address no later than 12:00pm Eastern Time on August 12, 2003. Pricing for all offered items must be valid from date of offer submission until at least September 4, 2003.
