- The U. S. Dept. Of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Ocean and Coastal Resource Management (OCRM), Estuarine Reserves Division (ERD) requires contractor services to provide data and information relevant to National Estuarine Research Reserves System (NERRS) facilities development and projected needs, to enable the Estuarine Reserves Division to develop prioritized plans and projections for annual budget allocations for facilities construction to further the mission of NERRS. This includes assessing existing efforts and developing guidance and recommendations for reserve managers relating to sustainable or green building design, construction and management. This acquisition is being solicited under full and open competition using simplified acquisition procedures. Objectives include: (1) updating the 1998 inventory and facilities plan and projected needs at each of the 25 reserves and incorporate new data elements as appropriate; (2) assessing current efforts in sustainable facilities design and management, and assess costs and management implications for integrating sustainable design elements in facility development projects; (3) developing a stand-alone reference and materials for NERRS managers and staff relating to green building design, construction and management. Requirements include: (1) convene a project planning meeting to develop specific parameters for implementing a facilities inventory and the development of sustainable design guidance. The planning meeting will result in the development of a workplan that reflects an iterative project development and review process; (2) develop and utilize standardized instruments for the collection of data in support of a facility inventory across the reserve system (via an on-line survey as well as follow-up phone interviews). Data collection will complement and expand on existing data sets included in the 1998 inventory; (3) analyze data collected based on project objectives, and pre-determined questions and assumptions identified during the planning phase. Deliverables include: 1) an inventory, including projected needs, along with data collection instruments and other data sets as appropriate; 2) sustainable design and construction guidelines and recommendations, specific to the NERRS, including an annotated resource list for green building resources; 3) a digital photo collection from the reserves of facilities. The Period of Performance is Date of Award through 250 days. Interested contractors must possess the following: 1) expertise in project development and management, facility assessment, green facility design, construction project management and familiarity with the LEED Certification Program; 2) excellent communication skills and the ability to work with a geographically diverse group of state partners and agency affiliations, as well as a commitment to an iterative and participatory process of project design and implementation; 3) familiarity and past experience working with NERRS. The resulting purchase order shall be negotiated as a firm fixed price. The award will be made on a best value basis using simplified acquisition procedures. Best value evaluation factors include the following: 1)Technical approach; 2) Past performance; 3) Personnel; and 4) Price. Interested contractors are invited to review the attached Statement of Work entitled: National Estuarine Research Reserves System Facilities Plan and Guidelines for Sustainable Design dated 7/02/03 and submit a proposal which includes capabilities information along with a completed C* Vendor Profile Form (website: http://www.rdc.noaa.gov/~amd) to the address above for evaluation, to be received no later than August 8, 2003. Interested contractors are hereby advised that proposed changes to the Federal Acquisition Regulation (FAR) require that contractors be registered in the Central Contractor Registry (CCR) in order to receive payments after September 30, 2003.
