Description
The National Telecommunications and Information Agency, Institute for Telecommunication Sciences (ITS), Telecommunications Theory Division develops innovative telecommunications techniques and engineering tools through the use of electromagnetic theory; digital signal processing techniques, models of human perception; propagation modeling and noise analysis. *** An important component of the Division's mission for exploration of electromagnetic compatibility (EMC) and interference issues is the characterization of emitter waveforms and receiver response characteristics. The technology required to fully characterize these waveforms is more challenging to create than the associated receiver technology. Therefore measurement systems tend to lag behind communication systems in terms of bandwidth, signal?to?noise ratio and data rate. This disparity has risen dramatically with the advent of ultrawideband (UWB) and advanced radar systems. These systems can approach emission bandwidths that are on the order of 1 GHz. There currently is no way to perform a full characterization of these waveforms with existing test equipment. RF spectra are traditionally characterized by measuring the power spectral density across wide frequency ranges using spectrum analyzers. Although spectrum analyzers provide wide frequency tuning capabilities, and techniques have previously been devised by ITS to extend the dynamic range of spectrum analyzer measurements for certain classes of signals, the resulting measurements cannot be used to reconstruct the original waveforms. Measurement techniques that rely upon high?speed digitization of RF waveforms allow partial reconstruction but suffer from limited single?shot bandwidth and poor dynamic range. The Theory Division seeks to produce a measurement with extended dynamic range while preserving all the information required to fully reconstruct original UWB and radar pulse waveforms. The Theory Division needs to develop a novel, cutting?edge tool that will accomplish this goal, and which will be used throughout the NTIA Institute for Telecommunication Sciences (ITS) to combine current analog?to?digital (A/D) technologies with a set of variable dynamic range radio frequency (RF) front ends that will overcome existing limitations and provide for full characterization of UWB and radar pulse waveforms. *** The SOLICITATION WILL BE AVAILABLE AS OF AUGUST 8, 2003.
