- NA UPDATE: 7/25/03 SOLICITATION NUMBER CHANGED FROM F33601-03-T-0166 TO F33601-03-R-0071. MUST ACCESS IN PIXS THROUGH USE OF PREVIOUS SOLICITATION NUMBER. RFP AMENDMENT NO. 1 RELEASED 7/25/03 02T0166-Honeysuckle: Removal of Bush Honeysuckle from Wright-Patterson AFB PRE-SOLICITATION SYNOPSIS This is a Pre-Solicitation notification of proposed contractual action prior to the release of Request for Quotation (RFQ) in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, "Synopses of Proposed Contract Actions", and FAR Section 5.203(a), "Publicizing and Response Time". The United States Air Force, 88th Air Base Wing (ABW), Environmental Management Office, and other units supporting Wright-Patterson Air Force Base (WPAFB), Ohio, are requesting expressions of interest by prospective contractors for service classification code F999 for the removal of Bush Honeysuckle from up to eight (8) specific areas of Areas B and C of WPAFB in accordance with the attached draft Statement of Work, dated 24 June 2003. This effort includes cutting, treating stumps and seedlings with herbicide, chipping, and disposal of the chips of invasive woody species (primarily bush honeysuckle) in accordance with the Statement of Work. This acquisition will be a Small Business Set-aside utilizing procedures under FAR Part 19.5, "Set-asides for Small Business"; therefore, solicitations will only be sent to firms that comply with small business standards defined by FAR 19.502-2, "Total Small Business Set-asides" and sizes specified by FAR 19.102, "Size Standards". Only those offerors currently licensed by the Ohio Department of Agriculture (ODA) as a Commercial Pesticide Applicator or Operator in Category 5, "Industrial Vegetation Control" shall be considered. Refer to the draft Statement of Work, dated 24 June 2003, which is located in the PIXS 03T0166 Library. Offerors shall be registered with the Central Contractor Registry (CCR). This registration can be accomplished electronically at the following WebSite: http://www.ccr.gov/ Or you may call the CCR Helpdesk at (888)227-2423. UPON ISSUANCE OF THE SOLICITATION (RFQ), a copy of the solicitation including the Statement of Work may be obtained by requesting one be transmitted to you by either first class mail or electronically. This acquisition is being conducted in accordance with FAR Part 12, "Acquisition of Commercial Items" and FAR Part 37, "Service Contracting". In the interests of base security, site maps will not be available at this time. Prior to contract award the aerial photos and other maps will be available for viewing in the office of the Contracting Officer identified above. A site visit will then be scheduled for the week of 21-25 July 2003 for prospective contractors to tour the 8 selected areas with the Contracting Officer and the Environmental Program Manager prior to quotation preparation. All responsible sources may submit a response which, if timely received, must be considered by this agency. [FAR 5.101(a)(2)] RFQ Issuance Date: Monday, 14 July 2003. Quotes shall be received no later than 1500 hours on Monday, 11 August 2003. The Government anticipates awarding a FIRM FIXED PRICE purchase order based on BEST VALUE TO THE GOVERNMENT PRICE AND OTHER FACTORS CONSIDERED. The resulting contract will be for a single fall season (see Statement of Work) of honeysuckle removal services.
