Description
This announcement constitutes a pre-solicitation synopsis. The Air Force intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to acquire two years requirements for a non-developmental (i.e. currently in production) precision targeting system, specifically the Litening Targeting Pod System (LTPS), to be integrated in F-16, F-15, A-10, and B-52 aircraft possessed by the Active Duty Air Force, United States Air Force Reserve Command (AFRC) and the Air National Guard (ANG). The Precision Attack System Program Office (PASPO) contemplates using a single, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract approach for the USAF acquisition and sustainment requirements of the Litening Targeting Pod System (LTPS), which includes Litening II, Litening ER, Litening AT and future Litening variants. The contract may include activities such as production of additional LTPS pods, required support equipment, spares and product support to include, but not limited to, field and depot level support, sustaining engineering, software support, technical data, aircrew and maintenance training, initial spares, provisioning and support equipment, flight test support, Interim Contractor Support (ICS), Contractor Logistics Support (CLS), special studies, effort in support of contingency operations and contractor field team support (CFT) to include emergency fleet repair supports; as well as integration, test and production and installation of future modifications and enhancements to the LTPS. The Contractor shall be responsible for all actions necessary to meet USAF, AFRC and ANG requirements and ensure system and subsystem integration to include configuration control, mitigation of parts obsolescence, total system performance and future modifications, upgrades, and enhancements. The ID/IQ contract will be used for ordering and is intended to cover those types of supplies/services which have historically been acquired sole source from the OEM, Northrop Grumman Corporation, Rolling Meadows, IL, and future Litening requirements for which the Government would solicit and negotiate with Northrop Grumman Corporation on a sole source basis as authorized by FAR part 6. The estimated amount for the acquisition is $48M based on a two-year ordering period and a five-year period of performance. Contract efforts are subject to FAR 52.232-28 availability of funds. Anticipated award date for the basic ID/IQ contract is Nov 03. Contact Susanne Adams at (410) 765-8269 at Northrop Grumman Corporation for subcontracting opportunities. Any interested party other than Northrop Grumman Corporation will have 45 days from 25 Jul 2003 to submit their interest and capability or a proposal as contemplated by Note 22 (i.e., the proposal must be submitted by 08 Sep 2003). Interested parties must have access to all LTPS engineering drawings, depot technical data, manufacturing equipment machines, test equipment, calibration equipment, clean rooms and environmentally controlled facilities. The US Government is unable to provide the data, equipment, or facilities listed above. Qualified sources must have the knowledge and capability to perform all stated requirements starting Nov 2003. Interested sources must submit the following information: 1) description of existing LTPS experience relative to acquisition and sustainment support activities to include an outline of previous work performed; 2) description of capability to design, develop, integrate, fabricate, test, install, and support modifications and enhancements to LTPS; including the contractor?s capability to provide classified (up to the SECRET clearance level) and unclassified hardware and documentation storage/handling; 3) qualifications of lead management and engineering personnel projected to work on this contract (to include education, background, accomplishments, and other pertinent information relevant to the task outlined above); 4) organizational structure, with emphasis on how this program fits into the overall company?s weapon system integration and sustainment process; 5) information to accomplish these requirements, including TEMPEST facilities needed to develop and test hardware and software; 6) information on deficient capabilities to include but not limited to the above listed capabilities and the proposed fix to those deficiencies. Interested persons are not limited to providing this information but should provide any and all information that they believe demonstrates their ?capability to respond to the requirement or submit proposals.? Responses are limited to 30 pages. Interested firms should submit sufficient information, which will permit evaluation of technical LTPS integration capabilities in writing or electronically to ASC/FBKS, ATTN Ms. Jane Stovall, 2725 C Street, Bldg 553, WPAFB OH 45433-7424 within 45 calendar days from the date of this announcement. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact Jane Stovall (937) 904-5989.
