Description
Work consists of furnishing all parts, labor, materials, equipment, supplies, services and supervision necessary to Repair Taxiway and Ramp Shoulders at Scott AFB IL 62225-5015. The principal items of work shall include, but are not limited to, the following: Provide new 25? asphalt shoulders on the north and south side of taxiway ?E? between taxiway ?A? and the main parking apron. Repair or replace taxiway edge lighting in general location on north and south side of taxiway ?E? between taxiway ?A? and the main parking apron. On ?E? Ramp, mill and overlay (3? minimum) 25? of asphalt shoulders. Repair trench drain per bid schedule unit costs. Stripe all areas affected by this work. Replace existing cables in conduits affected by this project. Saw existing asphalt pavement 3? deep at locations where pavements butt. Seal joints along concrete/asphalt interfaces along all drains and concrete slabs in areas to be milled and overlayed. Provide painted pavement markings (Epoxy for PCC surfaces and Waterborne for Asphalt surface) and remove old pavement markings as necessary. This is a Request for Proposal (RFP), Price Performance Trade-Off (PPTO) solicitation. There will be no public bid opening. Award will be made based upon the ?Best Value? to the Government in accordance with FAR 15. The Magnitude of this project is between $250,000.00 and $500,000.00. This acquisition is being considered for a HUB Zone set-aside. If your firm is HUB Zone certified and intends to propose on this acquisition, you must provide the following information to the Contracting Officer or Contracting Specialist not later than ten (10) days after the publication of this notice: (a) SBA Certification of HUB Zone eligibility; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of recent, relevant experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers; (d) Evidence of bonding capability from a surety. If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past/present performance information on previous teaming arrangements with same partner, and evidence of tasking appropriate to meet the subcontracting qualification. For general construction, the qualified HUBZone small business concern must spend at least 15% (25% for special trade construction) of the cost of contract performance incurred for personnel (labor) on the concern's employees or the employees of other qualified HUBZone small business concerns. Teaming partners will be treated and evaluated as subcontractor arrangements. All the above must be submitted in sufficient detail within ten (10) days after the publication of this notice or the solicitation will be issued unrestricted pursuant to the Small Business Competitiveness Demonstration Program. Woman owned and service disabled veteran owned small business HUBZone concerns are encouraged to respond to this synopsis with the appropriate information for evaluation by the agency in accordance with the terms of this synopsis. There must be two or more qualified HUB Zones to set this aside. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Electronic Posting System (EPS) Web Site at http://www.eps.gov. The estimated release date for this solicitation is 4 August 2003 under the solicitation number F11623-03-R-0030. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package, including attachments and drawings. Potential offerors MUST register at www.eps.gov./ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
