Description

NA The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. The service requested is Contract Support to Combined Arms Tactical Training (CATT) Contractor Support to Close Comb at Tactical Trainer (CCTT), Aviation Combined Arms Tactical Trainer- Aviation Reconfigurable Manned Simulator (AVCATT-A), Soldier CATT, Synthetic Environment Core (SE Core), Engagement Skills Trainer 2000 (EST 2000). All interested contractors must addres s all areas of expertise listed in this requirement. The contractor must meet the following experience qualifications: 1) possess an intimate acquisition and development knowledge of the Aviation Combined Arms Tactical Trainer-Aviation Reconfigurable Mann ed Simulator (AVCATT-A) and the development history and its predecessors - Battlespace Integrated Customer Evaluation Program (BICEP), Combined-arms Aviation Virtual Trainer (CAVT), Fully Reconfigurable Engineering Device Simulators (FREDS), and Air Networ k (AirNET) 2) Has participated in source selection of AVCATT-A. 3) Has participated in the AVCATT-A Build 1-4 testing. 4) Has participated in the conduct of the system combined test of the AVCATT-A. 5) Has participated in the pretests in preparatio n for AVCATT-A Initial Operational Test and Evaluation scheduled in Jul-Aug 03. 6) Possess the skills equivalent to master army aviator with knowledge and experience in interpreting OH58, CH47, UH60 and AH64 pilot comments and concerns with respect to com bined arms collective training desired 7) Possess the skills equivalent armor or mechanized infantry officer with knowledge of the Close Combat Tactical Trainer (CCTT) and its predecessor development history Simulator Networking (SIMNET). 8) Possess a thorough knowledge and experience in collective training operations with armor and mechanized infantry operations. 9) Demonstrate knowledge and experience regarding virtual simulator development, fielding and training applications. 10) Possess an unders tanding of Engagement Skills Trainer 2000, Synthetic Environment Core and Soldier Combined Arms Tactical Trainer. 11) Possess the capability of extensive travel, (30% - 50% per month over the last 3 years on the current contract). The current contractor i s Anteon Corporation under GSA contract GS-35F-4357D for these services. The complete requirements will be included in the Statement of Work (SOW) issued with the solicitation notice. The Federal Supply Classification (FSC) code for this project is R421, NAICS code is 541519, and SIC code is 7379. The contractor shall support the TRADOC Program Integration Office for the Virtual Training Environment (TPIO Virtual). The requested TPIO Virtual contractor support has been in place for the past 8 years. Th is support provides for a CCTT-AVCATT forward program at the armor proponents location, Ft Knox. The contractor provides subject matter technical expertise for the CATT simulators and simulations including CCTT and AVCATT-A, Soldier CATT, and all other Ar my virtual simulators and simulations both system and non-system including SE Core and EST 2000. The contractor provides a representative to aid in the communication and expediting of CATT program information to the proponent centers and schools. The cont ractor provides planning, data collection, preparation, and updating of selected Integrated Logistics Support Plans for designated training devices; observes and provides input on the effectiveness of each specified training course and program, visits trai ning sites to ensure effectiveness of training; provides technical briefings utilizing multimedia forms; organizes and attends conferences and meetings developing briefings, technical reports/papers for such meetings along with identifying potential curren t and emerging technology applications to meet CATT simulation/simulator user needs. All responses will be considered and must include proof of the ability to p rovide support to Contract Support to Combined Arms Tactical Training (CATT) Contractor Support to Close Combat Tactical Trainer (CCTT), Aviation Combined Arms Tactical Trainer-Aviation Reconfigurable Manned Simulator (AVCATT-A), Soldier CATT, Synthetic En vironment Core (SE Core), Engagement Skills Trainer 2000 (EST 2000) including performance information and references on the contractors abilities. The response should also provide GSA schedule, contract labor categories and rates for this service. All re sponses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code. All contractors must be registered in the Central Contractor Registration at http://www.ccr .dlis.dla.mil/ccr/scripts/index.html. All responses must be received no later than 12:00 p.m. CDT, on 8 August 03. SOLICITATION AVAILABILITY.
