- NA 1. CONTRACT INFORMATION: Architect and engineering services, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are required to complete the Structural Engineering Criteria Manual for reinforced masonry design for building for the Kans as City District, U.S. Army Corps of Engineers. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on the w ork subcontracted. The subcontracting plan is not required with this submittal. The small business standard for this effort is based on the average annual receipts of the concern and its affiliates for the preceding three (3) fiscal years. The SBA small bu siness size standards for NAICS Codes 541330 Engineering Services and 541310 Architectural Services is $4 million. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by th e Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award, a firm must be registered in the DOD Central Contractor Registration (CCR). PROJECT INFORMATION: A draft of the Structural Engineering Criteria Manual, based on ACI 530-02 and FEMA 302 requirements, has been completed. Work to be accomplished under the proposed contract includes correcting deficiencies, updating and completing the draft manual based on code requirements in the International Building Code (IBC) 2003, and other documents referenced by the Unified Facilities Criteria (UFC 1-200-01). 3. SELECTION CRITERIA: (a) Specialized experience and technical competence in: (a)(1) Strength and Working Stress design of reinforced concrete masonry buildings. (a)(2) Thorough knowledge of IBC 2003, ACI 500-02, FEMA 368, TI 809-02 (Technical Instruction, Structural Design Criteria for Buildings) and TI 809-04 (Technical Instruction, Seismic Design for Building). (b) Qualified registered professional personnel in structural and civil engineering. (c) Past performance on Department of Defense and other contracts with respect to cost control, quality of work, and compliance with performance schedules. The Government may use ACASS and other sources in addition to information submitted by prospective s ources in evaluating past performance. (d) Capacity to perform the work in the required time, budget, and schedule. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit two copies of the Standard Form 255, and two copies of Standard Form 254 for the prime and all consultants, to the address below not later than the close of business on the 14th day after the date of this announcement. In lieu of SF 255 and SF 254, a resume containing the qualifications, experience, and capacity to perform the work may be submitted instead. If the 14th day after the date of this announcemen t is a Saturday, Sunday, or Federal Holiday, the deadline is the close of business the next business day. A project-specific design quality control plan must be prepared and approved by the Government as a condition of contract award, but is not required w ith this submittal.
