Description
The National Park Service, Department of Interior, is soliciting prop= osals for construction firms having the capability to perform the work desc= ribed below. This project will be set aside for HUBZone-certified small bu= sinesses. The solicitation will be issued electronically on the Department= of Interior's National Business Center (NBC) website http://ideasec.nbc.go= v. Prospective offerors desiring to conduct business with DOI are requeste= d to register at the National Business Center. Proposal documents will be = available in Microsoft Word, HTML, and Adobe PDF. Specifications will be a= vailable in Adobe PDF format, and drawings will be available in TIFF format= . Offerors wishing to receive electronic notification of changes will need= to register to receive notification of this specific solicitation at http:= //ideasec.nbc.gov. This service is provided for convenience only and does = not serve as a guarantee of notification. Subscribers are ultimately respo= nsible to review the http://ideasec.nbc.gov site for all information releva= nt to this solicitation. Plan holders will be required to visit this websi= te periodically to check for amendments and other changes to the contract d= ocuments. No other notification will be sent.--PROPOSED ISSUE DATE: Augus= t 18, 2003. TITLE OF PROJECT: Construct New Administration Building (ORCA= 015, PMIS 06528) and Duplex Housing Unit (PMIS 05393)--THE WORK of this co= ntract consists of construction of a new administration building and constr= uction of a new duplex housing unit on approximately =BD acre of land admin= istered by the Siskiyou National Forest. THE SITE is sloped with utilities= available, is located approximately 1 mile west of the Monument, and is di= rectly accessible from the paved entry road from Cave Junction, Oregon. Th= e ADMINISTRATION BUILDING will be approximately 3,500 square feet, equally = split on 2 levels. Work includes removal and off-site disposal of a metal = Quonset hut, excavation, paving, minimal retaining walls, wood frame constr= uction on a concrete foundation with wood joist roof framing and an asphalt= roof. Exterior finishes will include fiber cement siding with vinyl windo= ws and painted surfaces. Interior finishes includes painted GWB with stain= ed trim, linoleum, and carpeted flooring and electrical systems. The mecha= nical system will incorporate energy saving features with a ground source a= ir intake system. Some cabinetry work is included on both floors. The DUP= LEX HOUSING UNIT will be approximately 2,800 square feet in size equally sp= lit on 2 levels. The work includes excavation, paving, minimal retaining w= alls and patios, optional 2-car attached garage, wood frame construction on= a concrete foundation with wood joist roof framing and asphalt roof. Exte= rior finishes will include fiber cement siding with vinyl windows and paint= ed surfaces. Interior finishes include painted GWB with stained trim, lino= leum, and carpeted flooring and traditional electrical systems. The mechan= ical system will incorporate "energy star" saving features and source air i= ntake system. Some cabinetry work is included on both floors.--The Nationa= l Park Service encourages incorporation of energy saving and sustainable fe= atures and emphasizes recycling and minimization of construction waste.--PO= SSIBLE INTERNET SHUTDOWN: In addition to advising potential offerors of th= e proposed solicitation, this announcement is also intended to inform the c= ontracting community of the possibility that the solicitation, which is to = be posted by the National Park Service, Denver Service Center, on two Feder= al Government electronic commerce websites, including FedBizOpps (http://ww= w.fedbizopps.gov/) and the National Business Center (http://ideasec.nbc.gov= ), may be impacted by a POTENTIAL SHUTDOWN OF NATIONAL PARK SERVICE INTERNE= T CONNECTIVITY as early as Monday, July 28, 2003. As part of ongoing litig= ation, we have been advised that an order may be issued requiring the Natio= nal Park Service to cease all internet operations. This announcement expla= ins to potential offerors the steps which will be taken by the National Par= k Service Denver Service Center as well as actions which will need to be ta= ken by prospective offerors in order to mitigate the impact of this shutdow= n to ensure that the procurement process is minimally impacted. In the eve= nt of a shutdown, as a WORKABLE ALTERNATIVE to potential offerors downloadi= ng files from the website, the Denver Service Center will make available on= compact disk(s) all information pertinent to the solicitation, including t= he solicitation, all amendments, attachments, plans, and specifications. O= fferors can request this information by calling the listed contact person. = Information will be mailed to the requestor by overnight mail. Offerors a= re reminded that it is imperative that they contact the listed contract spe= cialist prior to the close of the respective solicitation period to ensure = that they have a current and complete set of solicitation documents prior t= o submitting their offers.--TYPE OF PROCUREMENT: A negotiated firm-fixed p= rice contract will be awarded requiring submission of both a technical prop= osal and a price proposal. The Government will consider an offeror's techn= ical capability and will then select the contractor whose proposal represen= ts the best value to the Government.--ESTIMATED PRICE RANGE: $1,000,000 to= $3,000,000.--TIME FOR COMPLETION: 365 calendar days.--PROPOSAL RECEIPT DA= TE is approximate; actual date will be established at the time documents ar= e available.--All responsible HUBZone-certified small businesses may submit= an offer that will be considered.
