Description

CORRECT SOLICITATION NUMBER FOR THIS ANNOUNCEMENT IS N62474-03-R-9002. THIS ANNOUNCEMENT REPLACES PREVIOUS LISTING OF INCORRECT SOLICITATION NUMBER OF N44255-03-R-9002; ALL OTHER DATA REMAINS THE SAME. This project includes the furnishing of all labor, materials, and equipment to repair Apron 7 at the Naval Air Station, Fallon, Nevada. There is approximately 107,750 square meters, 15cm (6-inches) thick, of a Portland cement concrete (PCC) overlay of the existing concrete apron. This work, including concrete demolition, concrete pavement, asphalt pavement, shoulder material, joint sealing, pavement markings, adjustment of apron lighting, and incidental related work. The existing apron is 12.7cm (5-inch) thick consisting of steel fiber reinforced concrete with 2.5cm (1-inch) thick asphalt concrete bond break over 22.5cm (9-inches) of PCC on 10.1cm (4-inches) of crushed rock base. There is one base bid item with three phases of construction: Phase 1 ? 105 calendar days; Phase 2 ? 45 calendar days; and Phase 3 ? 30 calendar days. THIS PROCUREMENT IS SET-ASIDE FOR SMALL BUSINESS ADMINISTRATIONS 8(a)-CERTIFIED CONCERNS. This is a best-value competition with source selection evaluation criteria used as the basis for award. The evaluation criteria used will be past performance, experience and price. The North American Industry Classification Code is 237310. The related small business standard is $28.5 million. This procurement will result in a firm-fixed price contract. The estimated price range is between $5,000,000 and $10,000,000. Actual notice to proceed or construction start date is negotiable. Contractors must be registered in the Centralized Contractor Registration in order to receive a contract award from any DOD activity. Contractors may access the CCR and register at http://www.ccr.2000.com. Ensure DUNS number and Cage Code are provided with the bid. To receive your DUNS number call 1-800-333-0505. If a large business 8(a) firm, a subcontracting plan will be required in accordance with FAR 52.219-9. In accordance with FAR 5.102-(a)(7), this solicitation will be limited to distribution on electronic medium; PLANS AND SPECIFICATIONS WILL BE AVAILABLE for download free of charge, via the Internet World Wide Web at http://esol.navfac.navy.mil/, ON OR ABOUT AUGUST 12, 2003. Amendments and notices will be posted on the web site http://esol.navfac.navy.mil/ for downloading. The Government will not provide hard copies (paper) or CD-ROM. It is the offerors responsibility to check the web site periodically for any amendments and notices to this solicitation. The official plan-holders list will be maintained and can be printed from the web site only. All prospective offerors and plan centers must register as plan-holders on the web site. E-mails are distributed utilizing the plan-holders list. Location and points of contact for site visits are to be identified in the solicitation.
