Description

Indefinite Quantity/Indefinite Delivery contract for the repair of roads including graded crushed aggregate base course, hot mix bituminous pavement, pavement markings, slurry seal, cold milling, and concrete placement (minor constuction) for all military activities serviced under the area of responsibility of ROICC GULF COAST AREA. The contract minimum guarantee will be $100,000.00 and for a one year period with option provisions for two additional years for a total contract term not to exceed 36 months. The method of procurement will be competitive source selection requiring both price and technical proposals. Technical factors may include: Past Performance; Technical Capacity; Quality Control; and Small Business Subcontracting Plan. The basis of award will be best value. In accordance with FAR 52.215-1, Instructions to Offerors - Competitive Acquisition, proposers are advised that the Government intends to evaluate proposals and award a contract without discussions. Therefore, proposals should be submitted initially with the most favorable terms from a price and technical viewpoint. The Government intends to issue the Request for Proposal (RFP) electronically on the NAVFACENGCOM website, www.esol.navfac.navy.mil on or about 11 August 2003. A date for a preproposal conference will be established in the solicitation approximately 7-10 days after issuance of the RFP and proposals will be due on or about 10 September 2003. The exact dates will be stipulated in the RFP. Offerors must register at www.esol.navfac.navy.mil in order to download the RFP. Amendments will be posted on the website for downloading. This will be the only method of distribution; therefore, it is the offeror's responsibility to check the website periodically. The official plan holders list will be maintained on the website. Telephone or facsimile inquiries will not receive a response. The RFP will be issued on an unrestricted basis inviting full and open competition. The NAICS Code is 237310 and the applicable size standard is $28,500,000.00.
