Description
This is a combined synopsis/solicitation for IT Services. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION TO BE ISSUED; quotes are being requested and NO FURTHER WRITTEN SOLICITATION WILL BE ISSUED. The solicitation number for this Request for Quote is N0464A-03-Q-0033 and closes on 13 August 2003. The associated North American Industry Classification System Code is 541519. This requirement is a firm fixed price order for the following: The Underwater Division of the PMS-EOD Program Management office has a need for technical and administrative support to assist with conducting Computer Based Training for the MK15 Mod 0 Underwater Imaging System. The contractor shall provide the Computer Base Training, documentation, approach and assumptions. The contractor shall provide all the facilities, equipment, personnel and ancillary items required to complete the statement of w ork. The expected period of performance for this contract will be 12 months for Phase I and if Phase II is funded the period of performance would be extended for an additional 12 months. The following clauses and provisions are applicable and hereby incorporated into the solicitation by reference: FAR 52.212-1, Instructions to Offerors; FAR 52.212-2, Evaluation-Commercial Items with technical capability and price as the evaluation factors in paragraph (a), the technical capability factor is significantly more important than price; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items (Offerors are required to complete and include a copy of FAR 52.212-3 with their quote); FAR 52.212-4, Contract Terms and Conditions ? Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items with the following clauses (identified by number) incorporated in paragraph (b): Invoices; FAR 52.219-1 with Alt. II, Small Business Program Representation; and DFARS 252.212-7001, Contract Terms and Conditions. Quotes must be received no later than 2:00pm, Eastern Time, 13 August 2003. Instructions to Offeror?s and Evaluation Factors for Award THE OFFEROR SHALL PROVIDE THE FOLLOWING INFORMATION: Each offeror must submit an offer/proposal and other written information in strict accordance with these instructions. When evaluating an offeror the Government will consider how well the offeror complied with the spirit of these instructions. The government wil l consider any failure on the part of the offeror to comply with the instructions to be an indication of the type of conduct it can expect during performance under the purchase order. Therefore, the Government encourages Offeror?s to contact the contracting officer by telephone, facsimile transmission, e-mail, or mail in order to request an explanation of any aspect of these instructions. Each Offeror?s submission shall be screened by the Contracting Officer or a designee, upon receipt, to insure compliance with the instructions contained in the RFQ. Elimination of an offeror for failure to follow the specific instructions in the RFQ is at the sole discretion of the Contracting Officer. Exceptions: Offeror?s are not encouraged to take exceptions to this solicitation however, any exceptions taken to the specification, terms and conditions, or the solicitation in ge neral shall be explained in detail and set forth in a cover letter. Offers are to detail the particular clause, paragraph, and page to which they are taking exception. OFFERORS SHALL ADDRESS THE FOLLOWING FACTORS: PHASE I ? OFFER PROPOSAL SUBMISSION The evaluation is a two-phase process. Phase I is a pass or fail process. The Government will consider a Phase I submission to be acceptable if it includes the Offer/Proposal, Technical Approach Information, Offeror Capability Information, Small Business Subcontracting Plan (if applicable) and Cost and Price Information, which shall be submitted in separate volumes. An acceptable submission of Phase I material will receive a ?pass? and continue to Phase II. Omission of any of the required information will result in a ?fail?. If a submission is found to be unacceptable and fails, then it will not be evaluated in Phase II. Only an acceptable submission of Phase I will be evaluated in Phase II. Volume I ? Offer (2 copies) SF 33 with blocks 12 through 18 completed by the Offeror; Section B; Section K completed by the Offeror; Consent and agreement to the Statement of Work and all clauses applicable to each section and the ones with fill-ins completed by the Offeror and any other information requested provided; Sections A through J of the solicitation completed by Offeror; Acceptance, via signature, of all amendments Volume II ? Technical Approach (3 hard copies & 1 electronic copy) Volume III ? Cost and Price Information (2 copies) Although Volumes I through III constitute the offeror?s submission, and must be submitted in strict accordance with these instructions, only Volumes I, and II will be considered by the Government to be the Offeror?s proposal and will be incorporate d into the contract and become binding. These items constitute the Offeror?s assent to the terms of the RFQ and the Offeror?s proposed prices or estimated cost and fee. By submitting these items, a promise is made by the Offeror to accede to the terms and conditions of the RFP and complete the specified work in accordance with those terms and conditions. It is from this information that the Government will develop the promised value for each Offeror. Notwithstanding its plan to award without discussions, the Government reserves the right to conduct discussions with Offerors in a competitive range, if necessary, and to permit such Offerors to revise their offer/proposal. The Government also reserves the right to change any of the terms and conditions of the RFQ by amendment at any time prior to contract award and to allow Offerors to revise their offers accordingly, as authorized by FAR 15.206. The Government intends to award the contract on the basis of initial offers received, without discussions. Therefore, each offer/proposal should contain the Offeror?s best terms from a (technical), cost/price, relevant experience, and past performance standpoint. However, if considered necessary by the Contracting Officer, discussions will be conducted only with those Offerors determined to have a reasonable chance for award. STATEMENT OF WORK FOR TECHNICAL AND ADMINISTRATIVE SUPPORT COMPUTER BASED TRAINING 1. INTRODUCTION This Statement of Work establishes contract requirements for technical and administrative support to assist Underwater Division of the PMS-EOD Program Management office with conducting a Computer Based Training (CBT) for the MK 15 Mod 0 Underwater Imaging System. The MK 15 MOD 0 INSS combines precise navigation technolo gy, SONAR technology with a graphic visual display to be utilized by Navy Divers when performing mine exploration, reconnaissance, re-acquire and neutralization operations. A two-phased development approach is proposed. Phase I will focus on basic operator skills required to operate and maintain the UIS. Phase II will incorporate enhancements to the basic operator skills module of the Phase I CBT and will fully develop an advanced user module to provide for proficiency in all functions and capabilities of the Mission Planner software. 2. SCOPE The contractor shall provide CBT, documentation, approach and assumptions. The contractor shall provide all the facilities, equipment, personnel and ancillary items required to complete the statement of work. 3. REQUIREMENTS The contractor will coordinate with PMS-EOD Code 70, the design agent Applied Research Laborato ries, University of Texas (ARL/UT) and NAVSCOLEOD personnel as required to perform/provide the following: 3.1 Acquire Content Material: Obtain CBT media Products. 3.2 Define Learning Objectives: Ensure proper learning objectives are determined. 3.3 Conduct Story Board Review: Verify conceptual layout; 3.4 Scope of media requirements. 3.5 Conduct Alpha Version Review: Verify audio, video, and layout of CBT is satisfactory; make recommended changes. 3.6 Conduct Beta Version Review: Verify layout of program is ready for production?this review ensures changes have been incorporated and training objectives will be met for target audience. 3.7 Conduct Finalization: Make any changes from Beta review, produce required qty of CDs, packaging. 3.8 Distribute: Provide to PMS-EOD (QTY 100-250 CDs). 3.9 Design constrains: CBT must stand-alone. Cannot load programs to users computer. CBT must complement and/or interface with UIS simulator. 4. DESCRIPTION PHASE I CBT Tool. Table 1 provides a breakout of the planned development effort and schedule for Phase I. The Phase I module will be based on the UIS Certification Course developed and validated by the UIS design agent Applied Research Laboratories, University of Texas (ARL/UT) and verified by the Government during User Evaluation. The Phase I module is also intended to provide a basic set of SONAR image interpretation training, basic information on mission planning and post mission analysis functions. Specific content to be included in the Phase I advanced user module will be determined based on input received from the Fleet in the July 2003 timeframe. The Phase I CBT will be limited to a general overview of these tasks and provide for proficiency only to the level of detail determine d by the Fleet for the basic operator. Potential topics will include Mission Planner software training and advanced SONAR interpretation training. The CBT tool would be provided to the NAVSCOLEOD for use as needed during the Navy Basic Course and would also be provided to Fleet units concurrent with the delivery of the MK 15 Mod 0 Fleet inventory objective quantities.
