Description
Using the procedures in FAR Part 12, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with the Environmental and Occupational Health Sciences Institute to analyze data developed in a study titled "Relationship between Indoor, Outdoor, and Personal Air." EPA is using this data analysis to meet its commitments defined in a 2001 rule for mobile source air toxics. As part of the rule, EPA defined specific areas of interest. Only the dataset that can be provided through the Environmental and Occupational Health Sciences Institute conforms to that required by EPA's regulatory obligations. The analysis will characterize the contribution of mobile sources and their fuels to personal exposures to mobile source air toxics. This project aims to characterize the exposure to various air contaminants from mobile sources in areas that are heavily affected by motor vehicle exhaust, including high-traffic roadways. This project will provide a geographic description of the size and intensity of "mobile source hotspot" by integrating exposure measurements, meteorology, geographic information systems, and household characteristics. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by August 3, 2003 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
