- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responses to this solicitation/Request for Proposal (RFP) must make reference to Solicitation Number F04693-02-R-0003 and be submitted by the close of business 8 Jul 02. This acquisition is set-aside for Small Businesses. The North American Industry Code (NAIC) associated with this requirement is 511110, Newspaper Publishers, with a small business size of 500 employees. Los Angeles Air Force Base, El Segundo CA has a requirement for written proposals from interested publishers to compete for the opportunity to produce and distribute approximately 4,700 - 5,000 copies of the Astro News newspaper. Primary points of delivery are Los Angeles AFB in El Segundo, CA 90245 and the housing areas in San Pedro, CA 90731. The contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision, and other items or services necessary to layout, print and distribute the base newspaper as specified in the Attachment 1, the Statement of Work (SOW) dated 13 June 2002, and Attachment 2, the Quality Assurance Surveillance Plan. Government personnel write and edit editorial content. The Government is not responsible for costs or debts incurred in layout, printing, or distribution. This is a concessionaire contract and the right to sell advertising constitutes contractual consideration to pay for printing, distribution services, and profit. The publication becomes property of SMC/PA and Los Angeles AFB upon delivery. The Government may award a two-year contract, with two 2-year options, resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The criteria and procedures the Government will use for evaluation of proposals and source selection are described in this solicitation. The Government may award a contract on the basis of initial offers received without discussions. Therefore, each initial offer should contain the publisher?s best terms from the ability to meet the selection criteria and provide the Government the best possible service and product. The selection group will review the written data and may hear presentations by the offerors that responded to the request for proposal. An on-site visit of the contractor?s plant may be conducted to determine the ability to perform. Since exchange of rights constitutes the consideration in a civilian enterprise publication contract, the best obtainable product and service in exchange for those rights shall be the primary criteria for selection. In descending order of importance, the general elements the selection group will evaluate for are as follows: a) Capability; quality of photo reproduction, color and black and white; variety of type fonts and screens available; quality of paper stock; availability of spot color on request. b) Convenience of communication between the publisher and the Public Affairs Office, to include distance, use of computer equipment or ease of communication. c) Ability to meet the contract requirements, current workload, number of copies to be delivered and ability to deliver the paper on time, ability to meet or beat deadlines established in the contract with respect to other work. d) Experience, past performance (see attachment 3, Past Performance Questionnaire), particular experience in publishing this type of publication, evidence of quality workmanship. e) Services that are proposed beyond or in addition to those required in the solicitation.
