- This is a notice of intent to procure technical and administrative services for the management, design, manufacture, fabrication, development, installation, integration, upgrade, analysis, documentation, operation, and maintenance to support the activities of the Aircraft Stimulation Division (ASD) facility occupied and operated laboratories and networked coupled facilities and programs. The ASD performs and supports full spectrum research, development, test and evaluation (RDT&E) of highly integrated/adaptive aircraft and aircraft systems in a secure and controlled engineering environment using a suite of fully integrated simulation/stimulation laboratories. Categories include Electronic Warfare System Integration, Sensor Fusion, Countermeasures Effectiveness, Software Validation, Interoperability of System/System/Components, Workload Measurement, and Flight Test Refinement. The ASD facilities are located at the Atlantic Ranges and Facilities Department onboard the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland. A cost reimbursement type contract priced on a cost-plus-fixed-fee term (level of effort) basis is contemplated using a 100% small business set-aside as the procurement method. A base year and four one-year priced option periods of performance, totaling five years, is planned. The total estimated hours are 1,000,000. The effort will include support in the following areas: program management, engineering/technical, systems integration, simulation/stimulation, operations/maintenance, and non-technical support. Program management includes achieving the objective to operate and maintain the laboratory and facility, provide testing support, increase utilization of the testing assets, improve stimulation applications for programs and activities, and improve simulation and stimulation training tools. Engineering/Technical services include developing, maintaining, modifying, and operating software; developing, integrating, and maintaining tactical and other mission capable simulation models; providing software modeling for models of remote sensing devices; performing engineering design, manufacturing, fabrication, development, installation, integration, testing, upgrade, etc. of simulation hardware and associated systems; conducting technical analyses and studies; and investigating, evaluating, and proposing new systems and/or upgrades/modifications to existing resources among others. Systems Integration includes design, development, fabrication, update, modification, acquisition, operation, and maintenance of hardware and software to provide interface with other simulation laboratories. Simulation/Stimulation services may include performing systems development tasks to support distributed simulation systems, providing network management, serving as Subject Matter Experts for simulated warfare environments such as JIMM (Joint Integration Mission Model), and providing expertise for multiple site mission level exercises. Operations/Maintenance services include the design, development, fabrication, update, modification, acquisition, operation and maintenance for hardware and software; system administration support for the classified and unclassified Local Area Networks (LAN) and Wide Area Networks (WAN); moving equipment, cables, and other components to operate, maintain, fabricate, modify, repair, reconfigure and upgrade laboratory stations, computer systems, and other facility equipment, including packaging, handling, shipping, and transportation of equipment to support ASD programs. Non-technical support includes installing, modifying, and maintaining building equipment, laboratories, shops and spaces for the operation and maintenance of the simulators and facilities; providing a licensed vehicle operator for trucks and forklifts to transport miscellaneous equipment; janitorial services for the ASD; and escort of visiting personnel, tour groups, maintenance personnel, and others that do not have security clearances. NOTE: All personnel performing work under this proposed effort must, as a minimum, possess a SECRET clearance with the exception of non-key off-site personnel, who may be expected to obtain a SECRET clearance, if necessary. Location of performance is on-site at NAWCAD ASD, Patuxent River, Maryland. The appropriate NAICS Code is 541710 (size standard 500 employees). Award is anticipated on or about 30 November 2002, with an anticipated start of 01 December 2002. To be eligible to receive an award for this requirement, the contractor must be registered in the DoD Central Contractor Registration (CCR) database ? NO EXCEPTIONS.
