Description
61 ABG/CE at Los Angeles AFB (LAAFB), CA, is currently in the acquisition strategy development phase of a competitive acquisition for providing Custodial services at LAAFB and the Air Force Space and Missile Systems Center for a period of approximately Five years beginning 1 Oct 03. This Sources Sought Synopsis is for the purpose of identifying potential sources. The work to be performed encompasses basic custodial services in the Base Medical Clinics, the Child Development Centers, the Base Fitness Centers, and general commercial-type office facilities. Custodial services required involve three types of standards: quality standards, frequency standards, and performance standards. Quality standards require that appropriate surfaces are free of dirt, debris, lint, smudges, streaks, etc. Frequency standards require cleaning tasks to be performed at certain times, i.e., weekly, twice weekly, three times weekly, etc. Performance standards are based on the number of defects permitted before a service is considered unsatisfactory. In all Medical facilities and Child Development Centers, the required cleaning is 100% Total Clean that is defined by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO). The Custodial Services solicitation will include a requirement that work performed in the LAAFB medical facilities will be accomplished by Hospital Aseptic Management System (HAMS) certified personnel. Immunizations, health screening, and personnel background investigations will be required of employees working in some areas. At this time, Child Development Centers, Fitness Centers, and all office facilities total approximately 912,089 square feet and all Medical facilities total approximately 53,563 square feet and are located at LAAFB in El Segundo, Lawndale and San Pedro, CA. Interested parties are requested to submit a Statement of Capability to enable the Government to ascertain the appropriate level of competition. Capability Statements should address experience and qualifications in performing custodial services in medical, childcare and fitness center environments as well as general office building environments. In addition, statements should include information regarding experience in preparation of required paperwork and certifications needed when working in medical facilities and types of training provided to employees working with hazardous chemicals and in biological hazard conditions. Any resulting contract will be subject to U.S. Department of Labor Wage Determinations for the locality of the work. NAICS Code 561720 – Janitorial Services is applicable to this acquisition. At this point in the acquisition strategy, the Government is conducting market research to determine applicability of commercial standards for performing the work and developing a Performance-Based Statement of Work (SOW). At this time, the Government is considering this acquisition for a competition among companies certified under the 8(a) Program under the Small Business Act. This is not a solicitation for a proposal, and no contract will be awarded based on information submitted in response to this synopsis.
