Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is 03-AA-0024(mjs) and is being issued as a Request for Proposal (RFP). The NAICS number is 238210, Size Standard $12 Million. Competition is set aside for small business. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14(b). Offers are due August 21, 2003, at no later than 3:00 Central Time, at the following addresses: Drug Enforcement Administration, Office of Aviation Operations, Attn: Regina Flores, 2300 Horizon Drive, Fort Worth, TX 76177-5300, and a copy to the Drug Enforcement Administration, Office of Acquisition Management, Attn: Mary Jean Skinner, Washington, DC 20537. Offers will be evaluated and awarded based on “best value” and evaluation factors include technical compliance, price and warranty. An award is anticipated by September 12, 2002, with delivery of the items not later than 90 days after award. Delivery terms will be defined at the time of award. A description of the requirement follows. SCOPE: The contractor shall provide all management, personnel, equipment, tools, materials, supervision, transportation and other items and services necessary to deliver, install, and test a videoconferencing system and shall provide training in its operation and care at the following locations: (1) Training Room and the Conference Room located at Office of Aviation Operations, 2300 Horizon, Fort Worth, TX, 76177, (2) Northeastern Area Resident Office, Fairfield, NJ, 07004, (3) Southeastern Area Resident Office, Fort Lauderdale, FL, 33315, (4) South Central Area Resident Office, Conroe, TX, 77303, and (5) Western Area Resident Office, Long Beach, CA, 90809. In lieu of site visits to these sites, digital pictures will be made available on request from Regina Flores at 817-837-2511. TASKS: A. Location: Training Room and Conference Room at the Office of Aviation Operations, 2300 Horizon Drive, Fort Worth, TX, 76177: 1. The contractor shall design and install a videoconferencing system on dates/times determined by the COTR that fulfills the following general requirements: (a) Control video in both rooms from one unit utilizing existing ISDN lines; (b) Integrate existing DID/Analog telephone system for audio conferencing; (c) Consist of a total of (3) pan/tilt/zoom cameras that can be controlled by a minimum of one touch panel screen per room; (d) Include microphones that maintain professional appearance and satisfy security concerns (e.g. encryption capabilities utilizing wireless solution); (e) Contain high-resolution monitor to display videoconference and connect with a variety of audio/visual equipment to enable distance learning and interactive presentations. (f) Provide audio speakers in Conference Room maintaining a professional appearance; (g) Integrate existing equipment with touch panel screen. 2. The contractor shall install the equipment that meets the following specifications: (a) Videoconference Codec Specification: The codec shall be shared between the two rooms and shall support a minimum of four independent monitors and one projector. It shall connect to an IP and ISDN PRI system to support a mixed network multiple site conferences. Bandwidth capability shall be a minimum of 2 Mbps for IP and 512 kbps ISDN and it shall integrate with existing Nortel Networks, Meridian telephone system for audio conferencing. It shall integrate with external touch panel screen control system and have the ability to add PC audio and XGA content. It shall have the ability to incorporate PC presentations and the presenter simultaneously and shall be able to embed multicast streaming video to web. (b) Camera System Specifications: The camera shall have an NTSC video output and pan/tilt/zoom capability. The camera shall be compact and be wall mountable. It shall provide a wide-angle view and minimum of 40x zoom ratio. It shall have a minimum of six position presets, an auto sleep function, and the ability to integrate features in with external touch panel screen control system. (c) Monitor Specifications: The conference room monitor system shall be 50” and slim in size. Monitor shall be mounted on wall and pulled out when in use. Resolution of video shall be a minimum of 1280 x 768. The monitor shall have the ability to perform distance learning or interactive presentations. At a minimum, the monitor shall have inputs for two computer systems, a satellite receiver, a VHS/DVD player, a videoconferencing system, and audio speakers. It shall have the capability of integrating with an external touch panel screen control system. Note: All equipment shall be newly manufactured, and core equipment shall be installed in a central location of both rooms. The contractor shall leave the work areas in a clean condition at the end of each day’s work, and before Government acceptance, the contractor shall clean the facilities removing all debris left by the contractor. 3. The contractor shall provide all materials essential to making the system operational. Materials include operating manuals, installation manuals, drawings, wiring diagrams, source code, and any other pertinent documentation relative to videoconferencing system. 4. The contractor shall coordinate with Regina Flores at 817-837-2511 to schedule Installation times and to access the installation areas. Contractor personnel will be escorted while on site. 5. The contractor shall test the components installed based on the “description of product” and demonstrate to the Government their complete functionality. 6. The contractor shall provide a training class to a minimum of two (2) DEA employees. Date of training will be determined by the COTR. In addition, the contractor shall provide technical and installation consultation support as required to bring the videoconferencing system to a fully functional status. 7. The contractor shall guarantee all contractor provided equipment and installation workmanship for a period of one year from the date of acceptance. The contractor shall repair, replace and correct defects occurring during the warranty period without cost, including labor, to the Government. This one year warranty shall be in addition to any other warranties, which may result from standard commercial warranties available from the manufacturers. 8. Travel requirements for training and installation support shall be reimbursed on an actual expense basis in accordance with the Federal Travel Regulations (FTR), but under no circumstances shall exceed $2,500.00. B. Locations: Northeastern Area Regional Office located in Fairfield, NJ, 07004 Southeastern Area Regional Office located in Fort Lauderdale, FL, 33315 South Central Area Regional Office located in Conroe, TX, 77303 Western Area Regional Office located in Long Beach, CA, 90809 1. It shall connect to an ISDN, Ethernet/LAN, V35, T1, and ATM system to support a mixed network multiple site conferences. Bandwidth capability shall be a maximum data rate H.323 of 768 kbps. It shall have the ability to incorporate PC presentations and the presenter simultaneously and shall be able to embed multicast streaming video to web. (b) Monitor Specifications: The conference room monitor system shall be a minimum of 42” and slim in size. Monitor shall be mounted on wall and pulled out when in use. Resolution of video shall be a minimum of 852 x 480. The monitor shall have the ability to perform distance learning or interactive presentations. At a minimum, the monitor shall have inputs for two computer systems, a satellite receiver, a VHS/DVD player, a videoconferencing system, and audio speakers. Note: All equipment shall be newly manufactured, and core equipment shall be installed in a central location of both rooms. PROVISIONS/CLAUSES: The following provisions and clauses are included: Provisions: (1) FAR 52.212-1, Instructions to Offerors – Commercial Items (9/99), with the following Addendum. Addendum (52.212-1(b)(4)): Technical Proposal: Each offeror shall submit a technical proposal that describes their approach to accomplish the objectives of the Statement of Work (SOW). The technical proposal shall enable the Government to make a thorough evaluation and arrive at a sound determination as to whether or not the proposed installation design and proposed equipment will meet the requirements of the Government as described in the SOW. The proposal shall be keyed to each lettered/numbered section of the SOW and give a full description of how the offeror intends to meet the requirement described. The offeror shall also provide descriptive literature (brochures) describing the equipment to be provided. Where the literature shows more than one piece of equipment, the offeror shall indicate which piece of equipment is offered. Where the equipment shown in the literature varies from the equipment being offered, the offeror shall describe the variations. Proposals that do not present sufficient information to permit complete technical evaluation by the Government may be evaluated as “fail.” (2) Provision FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (2/00), must be completed and returned with the offer.
