Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number for this request for quotation is F1310631950200. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-14 and Defense DCN 06-20. If two (2) or more responsive, responsible and technically acceptable small or HUBZone businesses respond, this acquisition will be 100% set-aside for small business, if not, it will be unrestricted. The Federal Supply Class (FSC) is 7610. The associated Standard Industrial Classification (SIC) is 2741. The North American Industry Classification System is 323119 and the associated business size standard is 500 employees. This request for quotation consists of the following: Item 0001 – Lesson Plan, participant, and trainer materials with copyright for Course 1 (Considering Self Employment) of portable business startup program. Qty 1. line item price: _____________. Item 0002 - Lesson Plan, participant, and trainer materials with copyright for Course 2 (Choosing Your Portable Business) of portable business startup program. Qty 1. line item price: _____________. Item 0003 - Lesson Plan, participant, and trainer materials with copyright for Course 3 (Learning to Operate a Portable Businesss) of portable business startup program. Qty 1.line item price: _____________. Item 0004 - Lesson Plan, participant, and trainer materials with copyright for Course 4 (Planning and Starting your Portable Business) of portable business startup program. Qty 1.line item price: _____________. STATEMENT OF WORK: 1. SCOPE: Develop a “portable” business startup program to assist DoD ID cardholders in achieving economic self-sufficiency while more fully using their skills and intellect. Target population includes relocating and transitioning spouses, retiring and separating military members and part-time employment for all eligible ID cardholders. A portable business is one which can be set up with relative ease in nearly any area and which can be dismantled with nearly the same ease when it is time to leave an area, then re-established in a new area. 2. PERFORMANCE: Write a series of four classes, each with multiple sessions, to be presented to individuals who express an interest in creating a business. Courses to be developed (each session to be two hours long with flexibility to combine two lessons into a four hour session, for a total of three meetings per course). Course content to include: COURSE 1: Considering Self-Employment - Session 1: Identifying personal, family and financial goals, Session 2: How entrepreneurial are you? Personal assessments, Session 3: Setting financial limits; creating personal budgets, Session 4: Lifestyle issues; schedules, family involvement, resources, Session 5: Business timelines; Determining goals and outcomes of business, Session 6: Decision methodology; deciding to go or no-go. COURSE 2: Choosing Your Portable Business - Session 1: Skills assessments: What are you good at?, Session 2: Research: Using readily available information and demographics, Session 3: Conducting original market research, Session 4: Risk ratios: Learning to define the right level of risk for you, Session 5: Analyzing investment: How much are you willing to spend?, Session 6: Testing the choice: Making a first sale. COURSE 3: Learning to Operate a Portable Business - Session 1: Setting up a new community; steps and processes, Session 2: Marketing and promotions to introduce yourself to a new area, Session 3: Financials: creating startup budgets based on cash flow, Session 4: Financials; collections, billing, accounting, Session 5: Finding short-term help in your new area; managing contractors, Session 6: Closing up shop: notifying customers and closing accounts. COURSE 4: Planning and Starting Your Portable Business - Session 1: Creating a business plan, part 1, Session 2: Selling: scripts and incentives; closing the deal, Session 3: Creating a business plan, part 2, Session 4: Customer management; contracts, troubleshooting, Session 5: Finalizing the business plan, Session 6: Connecting to resources; making partnerships in the community, MATERIALS TO BE DEVELOPED INCLUDE: 1. Participant Book for Portable Careers containing worksheets and materials, sample business plans and marketing pieces, and explanatory content needed for participation in all four courses., 2. A Trainer’s Manual to contain all lesson plans for each of the four courses, six sessions per course with 24 detailed easy to follow lesson plans. Each plan to be segmented into discussion points and includes statistical information and as well as written exercises and ice breakers. Book will also contain photocopy ready originals of materials contained in participant books, to allow for easy access to extra copies of key worksheets. 3. 13 CD’s with Participant Book and Trainer’s Manual ready for distribution with one hard copy to each AMC base. 4. Total development of all materials with copyright to be assigned to USAF/AMC. ALL MATERIALS TO BE REVIEWED BY TRAVIS AFB FAMILY SUPPORT CENTER REVIEW COMMITTEE BEFORE FINAL ACCEPTANCE OF PROJECT. SAMPLE WORK MAY BE REQUESTED. The delivery date will be determined after award between the vendor and the customer. The following provisions and or clauses apply to this acquisition. Offerors must comply with all instruction contained in FAR 52.212-1, Instructions to Offerors-Commercial. FAR 52.212-3, Offeror Representation and Certification-Commercial Items, A COMPLETED COPY OF THIS PROVISION SHALL BE SUBMITTED WITH THE OFFER. QUOTES WITHOUT THIS PROVISION WILL NOT BE CONSIDERED FOR AN AWARD. FAR 52.212-4, Contract Terms and Conditions-Commercial Items will be incorporated into any resultant Purchase Order by reference. FAR 52.212-5, Contract Terms and Condition Required to Implement Statues or Executive Orders-Commercial Items include clauses (b)(8), (11), (12), (13), (14), (15), (16), (17), (22) and (c).
