Description
In item 17, 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number PR # F6CE0031910700 is issued as a combined synopsis/request for proposal. 3. The solicitation document and incorporated provisions and clauses are those in effect through Fac 2001-14, Effective 23 Jun 2003 & Class Deviation 2003-o0003 4. This is a 100% small business set-aside associated with NAICS code 334519; SIC 3829; size standard 500 employees; FSC 6630. 5. PACAF requires Portable Chemical Detectors with integrated gamma dosimeter, Training CD and datalogger: Capable of detecting chemical warfare agent’s nerve and blister agents (GA, GB, GD, VX, HD & Lewisite (L), Pepper Spray and Mace). Capable of agent identification to the following degree: V- 4ppb-30 seconds; G-15ppb-30 seconds; H-300ppb-15 seconds; L-200ppb-15 seconds; Higher concentrations of these agents – 10 seconds; Self-testing. Operator service time: 5 minutes per 24 hour of operation. Size approximately – 4”x 3 ˝ x 11 (10 x 9 x 28 cm). Weight approximately 6 pounds (<3 kg) including batteries. Power- 6 standard or rechargeable “C” batteries. Alarms- Easy to read visual display and audio alarm. Temperature- Operation: 22 to 126 degrees Fahrenheit. Operator selectable operating modes (monitoring and detection). Interferent resistance. To include Training CD’s and dataloggers. 12 each for shipping to 6 HQ PACAF locations in the Pacific Rim. 6. Delivery is 30 Days after receipt of order. Deliver FOB Destination to Hawaii, Alaska, Japan, and Guam. 7. SPECIAL PACKAGING is required: The vendor shall package in six sets of two detectors per set to the final destinations. 8. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition without addenda. 9. A firm fixed price purchase order will be issued based upon the proposal determined to provide the best value to the government. 10. The clause at FAR 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition without addenda. 11. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders – Commercial Items, applies to this acquisition. The following additional FAR clauses of paragraph (b) are incorporated: 12. 52.222-26. The following cited additional FAR and DFARS clauses are applicable to this solicitation: 17. DFARS Subpart 204.73—Central Contractor Registration. *NOTE: Proposals will be accepted if you are registered in the Central Contractor Registration database as “in process” at the time of proposal submission. 18. Registration must be completed prior to award. An award cannot be made to you unless you are registered in the Central Contractor Registration database. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. 19. FAR Clause 52.252-1—Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full test. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the list provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Offerors are advised to include a completed copy of the provision at 52.212-3 with its Alternate I, Offeror Representations and Certifications -- Commercial Items, with offers. 22. The provision at 52.212-2, Evaluation -- Commercial Items, is applicable. The following evaluation factors apply and are listed in order of importance, the most important listed first, the least important listed last. (i) technical capability of the item offered to meet the Government requirement; (ii) past performance (see FAR 15.304); (iii) price 23. Evaluation Procedures: The government technical evaluators will evaluate descriptive literature submitted by offers that clearly substantiates that a proposed item meets the form fit and function requirements listed in the product description above. Any offers that are not accompanied by the required descriptive data will be considered non-responsive and will not be evaluated for award. All descriptive literature submitted will be evaluated to determine if the item proposed meets the required characteristics. The low-priced technically acceptable offer substantiated with positive past performance documentation will be selected as the best value for award. 24.
