Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS UNDER THE AUTHORITY OF THE FEDERAL ACQUISITION REGULATION (FAR) SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS, AND IS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible parties may submit a quote. ***The National Institute of Standards and Technology (NIST), has a requirement for three (3) Robot-Operated Mass Comparator Systems and one (1) Volume Comparator System which are fully automated and use electronic high precision mass comparators in combination with a robot arm and weight magazine in the case of the mass comparator systems, and an automatic 4-place weight handler in the case of the volume comparator. These features in combination with control software allows for the measurement and calibration of mass standards and for the automatic measurement of volume or density of artifacts without human intervention. ***All interested parties shall provide a quote for the following line items: LINE ITEM 0001: Quantity Three (3) Robot-operated Mass Comparator Systems meeting all of the following required specifications: (1) The robot-operated mass comparators must allow for measuring weights ranging from 1 mg to 1 kg using weighing designs. This means that the robot must be software controlled, able to pick-up selected weights (one at a time) and place them on the pan for measurement, return them to the weight magazine, pick up another selection of weights, place them accurately and carefully on the pan, return to magazine, etc. until all the combinations of weights are measured in a specific order, as required by the weighing designs; (2) All hardware, comparator, robot arm, and other associated accessories required for the system's operation including software must be provided by the Contractor; (3) The precision (or readability) must be at least 10 micrograms for the range from 1 kg to 100 g, 1 microgram for the range from 5 g to 100 g, and 0.1 microgram for the 5 g to 1 mg range; (4) The repeatability must be comparable to or better than the readability specifications; (5) Three different comparators are required in order to fulfill the above requirement. The maximum load capacity of the comparators must be, at a minimum, 1100 g, 110 g, and 5.1 g for 1 kg - 100 g, 100 g - 5 g, and 5 g - 1 mg ranges, respectively; (6) The weight magazine of each system must hold at least 16 weights to accomplish the required weighing design; (7) The magazine and robot system must allow for weights of different types and dimensions to be used, especially weights of OIML and ASTM classifications which have different geometries as well as sheet and wire fractional weights; (8) The Contractor shall provide training on-site at NIST for three (3) NIST personnel on the use and operation of all equipment; (9) Warranty: The Contractor shall provide, at a minimum, an on-site, one (1) year warranty. The warranty shall cover parts, labor, and travel. LINE ITEM 0002: Quantity one (1) each Volume Comparator System meeting all of the following required specifications: (1) The fully automated volume/density comparator must allow for the measurement of typical OIML and ASTM weights in the range from 1 g to 1 kg and for the measurement of spherical artifacts of maximum diameter of 94 mm (the diameter of a 1 kg silicon sphere); (2) The precision of the comparator must be at least 10 micrograms and the repeatability must be comparable or better; (3) To allow for fully automated operation, the system must have a 4-position weight handling mechanism that will allow for the simultaneous handling of 4 artifacts; (4) The system must allow for measurement of density with a precision of at least 1.2 kg/m3. These accuracies are all necessary to meet NIST program requirements; (5) All hardware, comparator, weight handling mechanism, fluid bath, suspensions, weighing pans, and associated accessories required for the system's operation, including software, shall be provided by the Contractor; (6) The Contractor shall provide training on-site at NIST for three (3) NIST personnel on the use and operation of all equipment; (7) Warranty: The Contractor shall provide, at a minimum, an on-site, one (1) year warranty. The warranty shall cover parts, labor, and travel. ***Delivery of and training for these systems is contingent on installation of existing equipment into a new laboratory currently under construction. Estimated timeline for installation of existing equipment is February 2004. Delivery and training shall be completed on a date and time as mutually agreed between the Government and the Contractor. The Government will notify the Contractor within a reasonable amount of time for the Contractor to complete production of equipment and schedule delivery/training. Delivery and training shall be completed not later than April 30, 2004. ***FOB DESTINATION means: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. ***The Contractor shall deliver the equipment to NIST, Shipping & Receiving, 100 Bureau Drive, Gaithersburg, MD. ***Award shall be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical and Past Performance, when combined, are more important than price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the products, manufacturer sales literature or other product literature which addresses all specifications, and clearly documents that the offered product(s) meet or exceed the specifications stated above. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10). Offerors shall provide a list of at least three (3) references to whom the same or similar equipment has been provided. The list of references shall include, at a minimum: The name of the company or organization and the reference contact person; the telephone number of the reference contact person; the contract or grant number; the amount of the contract; the address and telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. ***The following provisions and clauses apply to this acquistion: PROVISIONS: 52.204-6 Data Universal Numbering System (DUNS) Number; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.219-22 Small Disadvantaged Business Status.
