- AFRH is seeking professional services in the area of real estate and contract law to assist Government attorneys in a variety of real estate transactions to include analysis of real estate proposals and selection of developers. AFRH has two campuses - one in Gulfport, MS and one in Washington, DC. Professional requirements: Graduate from an ABA accredited school of law and current possession of a bar membership which permits the practice of law in the United States and in particular, the city of Washington, D.C. Broad and extensive knowledge and experience in: (1) structuring large, commercial real estate undertakings by, for, or with private sector developers; (2) contract law pertaining to both public and private sectors in real estate transactions; (3) real estate law; (4) negotiation experience with retail and commercial leases; (5) construction operations; (6) complex easement agreements; (7) complex limited partnership agreements and limited liability company formation and operations; (8) complex land lease contracts and implementation of same; (9) marketing, construction/development phasing, triggering events, milestones, escalation thresholds, use restrictions; (10) price adjustment formulas and implementation; (11) equity and mortgage lender requirements and rights and remedies of default. Services required: analysis of contractors' proposals; identification and preparation of appropriate documents; identification of legal issues. A fixed price requirements contract for a basic one year period and one option year period is anticipated. The option year prices will be evaluated at the time of award. A conflict of interest clause is required. This is 100% set-aside for small business. NAIC code is 541110; size standard if $5 million. All responsible sources may submit a proposal which shall be considered by AFRH.
