Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6- STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE AWARD WILL BE MADE USING SIMPLIFIED ACQUISITION PROCEDURES UNDER FAR SUBPART 13.5-TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2001-14. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with small business size standard of 500 employees. The National Institute of Standards and Technology (NIST) has a requirement for Scanning Vibrometer System and a 3-D Laser Vibrometer System. All interested quoters shall provide a quote for the following line items: LINE ITEM 0001: Quantity One (1) Scanning Vibrometer System, meeting all of the following required specifications: (1) Detection Method: Heterodyne; (2) Minimum detectable velocity change (25 mm/sec average velocity): 0.1 micrometer/second/root Hz; (3) Minimum detectable velocity: 0.1 micrometer/second/root Hz; (4) Maximum Measurable velocity: 10 m/s; (5) Velocity ranges: 6; (6) Maximum velocity, best range: 50 mm/s; (7) Velocity signal bandwidth: 250 kHz; (8) Typical calibration accuracy: 1% of reading; (9) Hardware for direct displacement (fringe counting) output; (10) Direct displacement (fringe counting) bandwidth: 250 kHz; (11) FFT lines: 12800; (12) Scan speed in FFT mode (maximum): 23 points per second; (13) Cosine correction for laser scan angle; (14) Maximum scan angle: 40 degrees X 40 degrees; (15) Angular scan resolution: less than 0.002 degrees; (16) Scanner stability: less than 0.01 degree/hour; (17) Hardware for attachment of accessory lens; (18) Minimum distance to specimen (with accessory lens): 150 mm; (19) Minimum distance to specimen: 0.3m; (20) Maximum distance to specimen: 30 m; (21) Minimum number of raster points: 1; (22) Maximum number of raster points: 349,525; (23) Video image of scan area: Live, full color, laser visible for defining scan points; (24) Video optical zoom: 18X; (25) Video digital zoom: 4X; (26) Operating System: Windows 2000 or later; (27) Data Acquisition channels: 4; (28) Data acquisition bandwidth: DC-80 kHz; (29) Internal signal generator max frequency: 80 kHz; (30) Internal signal generator waveforms: 9; (31) Internal signal generator user defined channels: 3; (32) Scan head power supply: DC, 12V; (33) Scan head remote control of laser focus; (34) Motorized tripod remote control: azimuth, elevation; (35)Manuals: The Contractor shall provide a complete set of manuals with the equipment. The manuals shall include, at a minimum: operation and service instructions; (36) Warranty: The warranty shall include all hardware and software and cover parts, labor and travel. Period of warranty shall be 12 months from the date of final acceptance by the Government.*** LINE ITEM 0002: Quantity One (1) 3-D Laser Vibrometer System, which meeting all of the following required specifications: (1) Three orthogonal velocity components measured simultaneously; (2) Real time geometric calculations (not by digital post-processing); (3) Velocity signal bandwidth: 0.5 Hz-250kHz; (4) Minimum measurable acceleration: 8000gn; (5) Maximum measurable acceleration: 200,000 gn; (6) Velocity ranges (mm/s/V): 5, 25 125; (7) Typical calibration accuracy: 3% of rms reading; (8) Maximum linearity error: 1 percent of rms reading; (9) Nominal distance to specimen: 145 mm; (10) Manuals: The Contractor shall provide a complete set of manuals with the equipment. The manuals shall include, at a minimum: operation and service instructions; (11) Warranty: The warranty shall include all hardware and software and cover parts, labor and travel. Period of warranty shall be 12 months from the date of final acceptance by the Government.*** Delivery shall be FOB DESTINATION. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of shipment by the consignee at the delivery point specified in the purchase order; and pay and bear all charges to the specified point of delivery.*** The Contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001.*** NOTICE REGARDING DELIVERY: Delivery of the vibrometers is contingent on installation of existing equipment into a new laboratory currently under construction. Estimated timeline for installation of existing equipment is March 2004. It is the Government's intent that the Contractor and Government will mutually agree to a delivery date for the vibrometer systems when the date for installation of existing equipment is known. If the Government and the Contractor cannot agree on a delivery date, the Government will provide the Contractor with a required delivery date which will give the Contractor a reasonable amount of time to complete production of the equipment and schedule delivery. Delivery may take place up to one year after award.*** All equipment shall be delivered and all specifications shall be successfully demonstrated prior to final acceptance and payment by the Government.*** The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible party whose quotation, conforming to this synopsis/solicitation, offers the best value to the Government, price, and other factors considered. The following will be used to evaluated quotations: Product Specifications, Previous Experience, Past Performance and Price. All criteria, other than price, are more important than price.***PRODUCT SPECIFICATIONS: Offered products must meet all minimum specifications; products exceeding specifications may be evaluated more highly; PREVIOUS EXPERIENCE providing equipment that meets similar requirements. Experience will be evaluated by: (1) Similar contract in the past 3-5 years; (2) How many times the quoter provide vibrometers of this sort; and (3) Is this experience relevant to the vibrometer required by NIST. 3) PAST PERFORMANCE, will be evaluated through reference checks and/or the quoter's recent and relevant past performance on contracts with NIST or its affiliates. Past performance will be evaluated by determining the quoter's demonstrated record of providing commercial items that meet specifications, delivering commercially available items on time, responding to customer inquiries, and being cooperative in effectively solving unforeseen problems.*** The following provisions and clauses apply to this acquisition: PROVISIONS: 52.204-6 Data Universal Numbering System (DUNS) Number; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.219-22 Small Disadvantaged Business Status.
