- The Program Support Center has a requirement for the Office on Womens Health (OWH) to develop and disseminate the provider education materials for the National Heart, Lung and Blood Institutes (NHLBI) The Heart Truth Professional Education Campaign by the Department of Health and Human Services, National Centers of Excellence in Womens Health (CoEs) and the National Community Centers of Excellence in Womens Health (CCoEs). The Government intends to compete this requirement between the 13 CoEs (i.e. Boston University; University of California, Los Angeles; University of California, San Francisco; Harvard University; University of Illinois, Chicago; Indiana University; Magee Womens Hospital; MCP Hahnemann University, d/b/a Drexel University; University of Michigan; University of Puerto Rico; Tulane and Xavier Universities; University of Washington, Seattle; and University of Wisconsin, Madison) and the 12 CCoEs (i.e. Christiana Care Health System; Griffin Hospital; Hennepin County Department of Primary Care; Jefferson Health System; Kokua Kalihi Valley Comprehensive Family Services; Mariposa Community Health Center; Morton Plant Hospital; Northeastern Vermont Area Health Education Center; Northeast Missouri Health Council, Inc.; NorthEast Ohio Neighborhood Health Services, Inc.; St. Barnabas Hospital and Healthcare System; and Womens Health Services). Phase I is for the development and pre-testing of 4 sets of professional education materials. As a collaborative effort at least one CoE and one CCoE may either: (1) Develop The Heart Truth multiple unit learning modules: free-standing, multiple-unit programs for use as CMEs/CEUs, provide workshops, and/or self-study; (2) develop The Heart Truth web site for Health Care Professionals which includes the opportunity to earn CME/CEUs; (3) develop One-Shot (condensed) lecture/grand rounds presentations, professional education seminars; or (4) develop materials to integrate heart health in women education into ongoing medical, nurse practitioner, physician assistant and RN training. Each set of materials shall be developed by a group of CoEs and CCoEs; each group shall contain at least one CoE and one CCoE. Each CoE and CCoE may only be in one group. Phase II is for the dissemination of the professional education materials. The CoE/CCoE group shall conduct CoE/CCoE sponsored activities to update health care professionals on heart health in women using the professional educational materials developed in Phase I. The CoEs and CCoEs shall identify the level, activities and target audience to accomplish the dissemination. In collaboration with the Program Coordinating Center, the CoEs/CCoEs groups shall perform an evaluation assessment of the effectiveness of their implementation activity. Additionally each CoE/CCoE group may develop articles based on the evaluation data collected by their group for submission to appropriate professional journals. The Government intends to limit competition to the stated CoEs and CCoEs under the authority of FAR 13.106-1(b) and make multiple awards, not to exceed 21 total. A firm fixed price award shall be made utilizing FAR Part 13, Simplified Acquisition Procedures. The project is defined by Phases, Phase I has a performance period of 18 months, September 30, 2003 through March 30, 2005; Phase II is also an 18 month performance period, April 1, 2005 through September 30, 2006. The CoEs/CCoEs may participate in Phase I, Phase II or both Phases. The total period of performance for this project is 36 months from September 30, 2003 through September 30, 2006. Interested organizations may identify in writing their interest and capability to respond to the requirement and submit capability statements. Information received be reviewed and considered solely for the purpose of determining whether to expand the competitive field. All responses are due 15 days after the date of publication. A determination by the Government not to extend the competitive field is solely within the discretion of the Government. No solicitation will be posted for this synopsis.
