Description

This project includes the furnishing of all labor, materials, and equipment to construct a new microwave site in a remote location East of Fallon, Nevada approximately one mile North of US Highway 50 between mileposts 92 and 93. Base bid item one is to provide site preparation of approx. 100-foot by 100-foot area; extension of high voltage electrical service from Sierra pacific transmission line underground to the site; installation of a complete underground electrical distribution system at the site; construct a complete deep well grounding system; installation of a complete lightning protection system; construct concrete pad to anchor a pre-packaged communications building; construct concrete footings to anchor a prefabricated microwave tower; assembly and anchoring of those structures; and installation of security fencing around site. This procurement will result in a firm fixed price contract. Solicitation shall specify that an award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Prices submitted will be evaluated only after determination of those offerors submitting acceptable technical proposals based on the GO-NO GO technical evaluation. Evaluation factors establishing the requirements of acceptability shall be set forth in the solicitation. The Government reserves the right to award a contract to other than the low offeror. The North American Industry Classification Code is 238210. The proposed contract herein is RESTRICTED to All Qualified HUBZONE Certified Small Business concerns. The related small business standard is $28.5 million. The estimated price range is between $100,000 and $250,000. Actual notice to proceed or construction start date is negotiable. Contractors must be registered in the Centralized Contractor Registration in order to receive a contract award from any DOD activity. Contractors may access the CCR and register at http://www.ccr.2000.com. Ensure DUNS number and Cage Code are provided with the bid. To receive your DUNS number call 1-800-333-0505. In accordance with FAR 5.102-(a)(7), this solicitation will be limited to distribution on electronic medium; PLANS AND SPECIFICATIONS WILL BE AVAILABLE for download free of charge, via the Internet World Wide Web at http://esol.navfac.navy.mil/, ON OR ABOUT AUGUST 12, 2003. Amendments and notices will be posted on the web site http://esol.navfac.navy.mil/ for downloading. The Government will not provide hard copies (paper) or CD-ROM. It is the offerors responsibility to check the web site periodically for any amendments and notices to this solicitation. The official planholders list will be maintained and can be printed from the web site only. All prospective offerors and plan centers must register as planholders on the web site. Emails are distributed utilizing the planholders list. Location and points of contact for site visits are to be identified in the solicitation. Proposal due date will be on or about September 12, 2003. THIS IS NOT A PUBLIC BID OPENING.
