Description
STATEMENT OF WORK TO PROCESS AND CATALOG BRAILLE AND CASSETTE BOOKS C.1 BACKGROUND The National Library Service for the Blind and Physically Handicapped (NLS/BPH) provides braille books and talking books for approximately 700,000 eligible patrons of the service nationwide. To serve its readers, NLS/BPH produces about 2,000 braille and cassette titles annually. In addition NLS/BPH acquires approximately 500 copies of braille and cassette titles per year from outside sources to supplement its own production of books. These 500 braille and cassette books are acquired from a number of different sources, mostly from abroad. They are in a variety of languages and require processing and cataloging into a Special Foreign Library Collection. C.2 SCOPE The Library of Congress (NLS/BPH) has a requirement to process and catalog foreign language braille and cassette books as described below. The contract shall be under the direction of the NLS/BPH Foreign Language Librarian and the Head of the NLS/BPH Bibliographic Control Section. C.3 GENERAL REQUIREMENTS The contractor shall be required to provide personnel as necessary to accomplish those tasks that require search of Library records and access to the NLS/BPH databases. The contractor shall be responsible for receiving cassettes and braille materials from NLS/BPH that require processing/cataloging and will be responsible for delivering finished materials to the NLS/BPH premises or to the Multistate Center East in Cincinnati, Ohio, that houses the Special Foreign Library Collection. SPECIFIC REQUIREMENTS C.3.1 PROCESSING. The contractor shall process cassette titles as follows: C.3.1.1 Acquire bibliographic information by listening to cassettes or from accompanying print information sufficient to further process and catalog assigned cassette titles. C.3.1.1 Create and affix labels to cassettes, package the cassettes in special GFE containers, and label the containers in accordance with instructions provided by the COTR. C.3.2 CATALOGING. The contractor shall catalog each title as follows: C.3.2.1 Insure that the labeling/packaging as described above has been completed for each copy of the assigned cassette titles. C.3.2.2 Transcribe or work with transcribed title pages of braille books to acquire bibliographic information sufficient for cataloging. C.3.2.3 Write a brief annotation in English (of 50 words or less) and a short one liner in the original language for each processed title, in accordance with general instructions provided by the COTR. (The annotation and one-liner are to be included in special fields of the cataloging record). C.3.2.4 Catalog and classify foreign braille and cassette books. Standards are Dewey Decimal Classification, the Anglo-American Cataloging Rules, 2nd ed. (AACR2) (as modified for the description of special materials for the blind and physically handicapped by NLS/BPH) and Library of Congress Subject Headings (LCSH). C.3.2.5 Verify name entries and subject headings in the NLS authority files. Establish new name and subject headings using LC name authority file and LCSH. C.3.2.6 Tag the catalog records for Machine Readable (MARC) format, using Internal Specification for Special Materials (ISSM), the NLS version of the MARC format. C.3.2.7 Enter the catalog records into the NLS/BPH cataloging system. C.3.2.8 Review printouts of catalog records in the NLS/BPH cataloging system and make corrections to the catalog records directed by the Head, Bibliographic Section. C.3.3 The contractor rate of error for all procedures shall not exceed 2 percent. C.4.1 Possess a "working knowledge" of the languages listed in section C.4.11 sufficient to accurately read, transliterate, and translate bibliographic information from foreign language recorded and braille materials. The contractor must arrange for translation assistance if needed for processing materials in languages for which he may not have personnel. C.4.2 Have the ability to work with the NLS databases. C.4.3 Have the ability to read by touch or sight braille in the foreign languages listed in section C.5 sufficient to transcribe bibliographic information from braille volumes. C.4.4 Possess writing ability sufficient to compose short English language annotations and a one-line description in the foreign languages listed in section C.4.11 in accordance with the NLS/BPH annotation manual and the Chicago Manual of Style, current edition. C.4.5 Possess knowledge of and experience in using bibliographic databases as well as knowledge of reader's guides such as the Oxford Companions to French, German, and Spanish literature, the Reader's Encyclopedia, and the Columbia Dictionary of Modern European Literature, and other reference sources sufficient to acquire information about titles in the foreign languages listed in section C.4.11. C.4.6 Have previously demonstrated practical experience in cataloging, the MARC format, and in the use of authority files. C.4.7 Be familiar with Library of Congress subject headings. C.4.8 Have a knowledge of AACR2. C.4.9 Have a knowledge of the Dewey Decimal Classification. C.4.10 Be capable of working with the NLS/BPH cataloging system, cataloging rules, and MARC format. C.4.11 Estimated Breakdown by Language of Titles to be Processed: French 20% Lithuanian 15% Russian 20% Spanish 20% Other European languages 05% Asian languages 10% other 10% The above percentages are estimates of the expected workload. The Library reserves the right to adjust, if necessary, the actual quantities of work for each language listed. Such adjustments are not expected to exceed 50 percent of the quantities listed per language. C.5. Deliverables C.5.1. The contractor shall deliver to the Library of Congress the following: 001. Processing (packaging/labeling) foreign language cassettes -- EST. 5,000 cassettes 002. Cataloging Foreign Library Titles -- EST. 500 titles 003 Packaging/labeling foreign language cassettes -- EST. 5,000 cassettes 004. Cataloging Foreign Library Titles -- EST. 500 titles NOTE: The quantities given above are estimates only for evaluation purposes and are not a guarantee of the actual quantities to be ordered for any line item. The Government guarantees that it will order work under this indefinite quantity contract in an amount equal to 25% of the evaluated base requirement. C.6. Period of Performance: One year from time of contract award. Offerors may email questions. No phone calls please. There will be no further documentation.
