- Description
- On behalf of the USDA Risk Management Agency (RMA), the Department of the Interior’s Franchise Fund activity GovWorks will be managing several procurement actions that pertain to various aspects of the Federal Crop Insurance Program. The first is a research and evaluation project with the objectives to: A) Improve the accuracy of the appraisal methods for alfalfa/grass mixture stand reduction appraisals listed in the Forage Loss Adjustment Standards Handbook. B) Improve the accuracy of the weight estimation procedures listed in the current Forage Loss Adjustment Standards Handbook for large round bales of forage. C) Develop a methodology to assess forage quality to enable the writing of an accurate quality adjustment endorsement. The second is also a research and evaluation project to ascertain the accuracy of the current wheat tillering factors (Table H) and the wheat tiller-to-bushel factors (Table I) contained in the current FCIC-25430 and FCIC-25430-1 Small Grains Loss Adjustment Standards Handbook, and (1) evaluate the accuracy of the current wheat tillering factors and the wheat tiller-to-bushel factors, (2) evaluate the feasibility of developing wheat tillering factors and the wheat tiller-to-bushel factor by locality and by variety, and (3) propose new wheat tillering factors and the wheat tiller-to-bushel factors (by locality and by variety if feasible) if research proves the current wheat tillering factors and the wheat tiller-to-bushel factors are inaccurate. The third is a feasibility study to: A) Determine the feasibility of including dried-on-the-vine (DOV) production methods as insurable practices under the raisin crop insurance program; B) Identify and evaluate design weaknesses in the current raisin crop insurance program that render it vulnerable to waste, fraud and abuse; and C), if RMA concurs, recommend specific program language to implement the recommended program design changes and incorporate the recommendations regarding DOV production. Each of these programs will be identified in separate solicitations to be posted on the GPE, and will have separate and distinct Statements of Work attached. Responses will require a Capabilities Statement, a Technical Proposal and a Business Proposal to be submitted; oral presentations will not be required. The Government anticipates that these solicitations will result in Time and Materials or Labor Hour contracts..
