Description
Synopsis: Evaporator coil is currently leaking refrigerant. Air Handler Unit (AHU) is the only one servicing this marine rescue station, and impact (loss of building cooling service) must be limited to minimize operational impact to the station. The work includes furnishing all labor, tools, equipment and materials to completely remove the existing AHU, provide a new AHU(s) complete and functioning. The new AHU(s) will fit in the existing mechanical room space and will mate to existing ductwork, be provided with new electrical power and controls, be connected complete and operational to the existing condensing unit, be run-tested and tested and balanced. Temporary air conditioning service shall also be provided so that the minimum air conditioning loss time specified herein is not exceeded. THIS IS A BEST VALUE SOLICITATION AWARD CRITERIA This is a ?Best Value? solicitation, with past performance (20 points), the proposed plan to complete the current bid (47 points), and price (33 points). The following factors shall be used in the evaluation of bids: 1) The past performance of the contractor in completing a/c work of a similar nature. (20) Specifically, conducting air conditioning renovation work in an ongoing facility with minimum interruptions to facility activities. PROVIDE NAMES AND PHONE NUMBERS OF REFERENCES. 2) The proposed plan for completing the task. (47) Include the foreman?s experience managing jobs of similar complexity, workforce qualifications/certifications by federal agencies or manufacturers, and identify proposed manufacturers and models of equipment to be used. Provide a detailed plan for the proposed job. Goal should be minimal disruption to the Coast Guard station. Bidders are encouraged make a site visit. Bidders are encouraged to provide additional information on qualifications of personnel and description of resources available for this proposed project. 3) Quoted price. (33) Prospective offerors are advised that an award may be made without discussion or any contact concerning the proposal received. Interested bidders shall submit a list of previously completed projects in the last 5 years and current projects. The itemized list shall include project name and location; owners name, address, and contact telephone number; brief narrative description of work completed by bidder; cost of work that bidder was responsible for; and the completion date. Submissions shall be made on 8 1/2? x 11? standard paper and may include drawings and photographs of referenced projects. The evaluation shall consider the offerors? response to each of the evaluation factors as well as the contracting officer?s knowledge of any previous experience with the services being purchased. The estimated price range is between $25,000 and $100,000. The anticipated award date is August 18, 2003. This solicitation is being issued as a Total Small Business Set-Aside. Performance Period is 45 calendar days from notice to proceed. The North American Industry Classification System (NAICS) code is 333415, with a size standard of 750 Employees.
