- This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is a Request for Quote (RFQ) No. FDA02245. These soliciation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The Standard Industrial Classification (SIC) Code is 8748, and the North American Classification System (NAICS) Code is 541690. The Center for Veterinary Medicine (CVM) is developing a comprehensive, risk-based approach for minimizing the risks to the health of animals and people from hazards in the animal feed supply. The project is identified as the Animal Feed Safety System (AFSS). CVM has an AFSS team that is building the new system, and the team plans to use existing control measures and use whatever additional controls are found to be necessary. CVM is seeking technical assistance from an individual who has in-depth knowledge of (1) the manufacture and distribution of animal feed, including ingredients, (2) the process control systems used by the industry and non-FDA government agencies and (3) the regulations and programs employed by the FDA to ensure the safety of the products it regulates, with special emphasis on feed. The individual shall be required to develop a detailed report of his/her findings. The report shall contain the strengths and weaknesses of the current measures used by the FDA, state regulatory agencies, industry and international organizations, the scope, intent, and similarities and differences between the measures, and the enhancements or modifications considered necessary for the AFSS. Attendance at the AFSS Workshop planned for September 23 and 24, 2003 is mandatory. The duration of the project shall be six (6) months. Evaluation of quotations shall be based on the following criteria: (A) the extent to which the offeror has demonstrated a solid technical understanding of the requirement (B) the extent to which the offeror has provided a sound, logical and feasible technical approach and management plan for accomplishing the work set forth in the above Statement of Work (C) the extent to which the offeror has proposed personnel that have the skills/qualifications to carry out the Statement of Work and (D) cost ? the extent to which the offeror has proposed a cost that is fair, realistic, and reasonable for performing the Statement of Work. Commercial; 52.212-4 Contract Terms and Conditions-Commercial Items; and 52.232-33 Electronic Funds Transfer. All responsible sources that can provide and meet the above requirements shall submit written quotations by the due date referenced above. Evaluation/award will be based on the technically acceptable quote that offers the best value to the government. All quotes shall include price (s); a poc (name and telephone number); GSA contract number if applicable; business size; and payment terms.
