Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB), plans on entering into a sole source contract with the Karolinska Institute, Department of Medical Epidemiology, S-171 77, Stockholm, Sweden for professional services to evaluate the feasibility of recruiting a minimum of 80 esophageal adenocarcinoma cases and 240 esophageal squamous cell carcinoma cases in prospective cohort studies with blood collection at baseline and data on confounding factors, and review of medical records for confirmation of diagnosis. Epidemiologists at the Karolinska Institute are among the world's leading researchers of the environmental and genetic determinants of esophageal and gastric cancers. Their nationwide case-control study of esophageal cancer has not only confirmed earlier findings of risks in relation to Helicobacter pylori infection by NCI investigators, but has provided evidence for alternative mechanisms for these risks. NCI is interested in conducting cohort studies to follow-up these findings and to test alternative hypotheses regarding esophageal cancer risks. Karolinska Institue has access to data and serum samples in several cohort studies in the Nordic countries that are part of a consortium of biological specimen banks for studies of cancer causes and control, and have secured access for data and sera for esophageal cancer cases and matched controls that would allow evaluation of the H. pylori-related risks. The number of cases identified, the amount of serum per subject, and the quality of data from this consortium would meet the NCI's requirements. There is no ohter organization known to the NCI that can provide the required services/data. However, if any interested party believes it can provide the required services/information, it may submit a statement of capabilities. The statement of capabilities must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:30 PM EDT on August 13, 2003. This acquisition will be made pursuant to the authority in FAR 13 to use simplified acquisition procedures. The NAICS Code 541990.
