Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a sole source requirement lAW FAR 6.302-1. This RFQ has the following line item(s): Business reengineering effort to support weapon systems acquisition. The objective of this one-year prototyping effort is to re-engineer and standardize business processes across the Aeronautical Systems Center (ASC) at Wright-Patterson AFB. The effort consists of two key elements; development of ASC standard business processes and deployment of an automation tool to help facilitate the business processes. A joint government/contractor team will develop the standard business processes. The business process automation tool, Van Hoose Associates? Electronic Manager (EM), will be deployed to approximately 25% of the users in ASC and remote users at Brooks AEB as part of this prototype program. The EM software tool is the presentation and business rules application layers to be used with the government furnished Open Text Livelink/iRIMS based system to provide workflow collaboration, record management, and storage of electronic acquisition related documents that are in compliance with the DoD 5015.2 Records Management. The scope of this acquisition includes facilitation of standard business processes, delivery of EM software, system set-up, installation, documentation, user, and maintenance training. The contractor must identify all tasks required to install, operate, and maintain the software tool and sufficiently describe and demonstrate product reliability and maintainability. In addition, the contractor will be responsible for providing technical support for installation, operation, and maintenance of the software tool as well as training and documentation for users and system administrators. Ship to: ASC/ITE, Wright-Patterson AFB, OH. Delivery required within 6 months of award, FOB destination, net 30 payment terms. Place of performance is WPAFB, OH. The following clauses and provisions apply: 52.212-I and 52.212-3. Clauses 52.212-4 and 52.212-5 shall be included with any offer. In accordance with FAR 13.106-2(b) (2), the Government may award without discussions. WPAFB intends to award to Van Hoose and Associates, 4027 Colonel Glenn Highway, Dayton, OH. Authority: 10 U.S.C. 2304 (c) (1), Justification: Supplies (or services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. Any business that feels they are capable of performing this effort must forward their capability statements to the Buyer on or before the due date for responses. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals, or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
