- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this procurement is F19617-03-T-0017 and is issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2001-14, Defense Contract Notice (DCN) 2003-0620 and Air Force Circular (AFAC) 2003-0501. This notice is issued Unrestricted, North American Industrial Classification (NAIC) 334220, size standard 750 The bid schedule shall be for: Two (2) each Modular interoperability systems. These interface/interconnect systems (self supporting) capable of controlling and interconnecting various types of communication system through interface modules to VHF/UHF Radio, telephone, satellite communications. Interface modules shall convert communications traffic into its essential elements: receive and transmit audio, and accompanying control signals required to fully control the device that the module is interfacing. JPS Communications, Inc model ACU-1000 chassis, 20- DSP-1 module to interface to the interconnect system that can interface radios, remote control heads or other 4 wire audio devises, must contain circuits to interface balanced or unbalanced 600-OYM audio from a receiver, 600 OHM balanced audio to a transmitter, and has audio level adjustments for both A balanced send and receive audio interface for a remote control head or console, 4- PSTN-1 module with two wire interface between the inter connect system and a telephone system(as opposed to a telephone set) A telephone system is an entity that accepts dialing information and processes calls such as a PSTN line, PABX line inmarsat terminal or cellular phone and 20- Radio interface cables or equal. Brand name or equal items shall be submitted in accordance with FAR 52.211-6. ? This solicitation incorporates the following FAR and DFARS clauses. Items, 52.212-2 Evaluation?Commercial Items, Quotes will be evaluated based on Best Value. Price, and technical specifications/capability of the item offered to meet the Government requirements as a trade-off. Technical capability may be evaluated by how well the proposed item meets the Government requirements. The proposed item must meet the basic minimum requirements as stated above, The Government will consider award to other than the lowest priced offer or other than the highest technically rated offer. Responses shall include technical specifications, descriptive material, literature, brochures and other such information, corresponding to each minimum required item, which demonstrates the capabilities of the offerors equipment. All responses will be evaluated in order to determine the ability to meet the above stated requirement.
