Description
This is a combined synopsis/soliciation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. AAQ030018 is issued as a Request for Quotation. This requirement is 100% set-aside for small business. PSC 6840, NAICS 325998 , Size Standard of 500 employees. The Bureau of Land Management (BLM) has a requirement for Soil Stabilization Dual Component Treatment Products consisting of approximately 40 drums of soil stabilizer such as EMC Squared 2000 or an Equal Product, and approximately 80 drums of sealant such as EMS or an Equal Product as specified in the following. The equal products must be compatible with the previously applied treatment and not degrade or cause breakdown of the roadway surface. The quantity of road base material to be treated is approximately 33,000 cubic yards. The dual component soil stabilization treatment consists of a concentrated liquid stabilizer and a complementary non-petroleum, resinous polymeric emulsion earth materals sealant as described herein. These products are mixed into road base materials for reduction of moisture and frost susceptibility and for improvement of strength and stiffness. The stabilizer and earth materials sealant shall be formulated for the application in combination, individually added to the compaction water and then applied as a single step in the construction process. The stabilizer and earth materials sealant shall be proven chemically compatible as demonstrated by effectiveness in improving soil stability in laboratory testing by independent materials testing laboratories and as demonstrated in field applications by providing effective stabilization of soil materials used as the surface course of the roadway. Concentrated Liquid Stabilizer: The material shall be the product known as EMC SQUARED 2000 and EMS or any Equal Product meeting the specifications. It shall be a concentrated liquid biocatalyst stabilizer formulated specifically for improving the stability of soils, select fill materials, and aggregates for use in construction of earthworks, sub grades, sub bases, base courses, and for surface course materials used in construction and maintenance of unpaved roads, runways, shoulders, and other traffic surfaces. The stabilizer shall be suitable for dilution in a water solution to allow for adequate dispersion of the liquid concentrate. The concentrated stabilizer shall be non-hazardous, non-toxic, nonflammable, non-corrosive, and have a pH range of five (5) to nine (9) and capable of being handled without the use of protective breathing apparatus or protective clothing. A standard Material Safety Data Sheet shall be furnished by the supplier. The equal product must be compatible with the previously applied treatment (EMC Squared 2000 & EMS) and not degrade or cause breakdown of the roadway surface. Earth Materials Sealant: The material shall be the product known as EMS Earth Materials Sealant or any Equal Product meeting the specifications. It shall be specifically formulated for compatibility with the EMC Squared 2000 stabilizer for use in protecting compacted soil materials against moisture infiltration and for reducing the hydraulic conductivity of soil liners constructed for moisture barrier and water retention applications. The earth materials sealant shall be suitable for dilution in a water solution to allow for adequate dispersion of the liquid concentrate. The concentrated sealant shall be a non-petroleum resinous polymeric emulsion that is non-hazardous, non-toxic, nonflammable, non-corrosive, and have a pH range of five (5) to nine (9) and capable of being handled without the use of protective breathing apparatus or protective clothing. A standard Material Safety Data Sheet shall be furnished by the supplier. The equal product must be compatible with the previously applied treatment (EMC Squared 2000 & EMS) and not degrade or cause breakdown of the roadway surface. Application Requirements: When applied at an application within the manufacturer's parameters for dilution, moisture control, processing, compaction and curing, the stabilizer and earth materials sealant shall improve the shear and bearing strength as well as reduce the moisture susceptibility of soil and aggregate materials. Evidence of the effectiveness of the liquid stabilizer and earth materials sealant treatment shall be available from materials testing laboratories, independent of the manufacturer or supplier. These laboratory tests shall include CBR, R Value, Shear Strength, Suction and Dielectric Measurement (Adsorption and Tube Suction), and Unconfined Compression Strength test reports demonstrating that the treatment has been effective in improvement of both granular, non-plastic materials and cohesive, highly plastic soils. Upon request, the supplier must be able to provide independent laboratory test reports from a certified analytical laboratory experienced in environmental acceptability testing documenting tests performed on product samples of the liquid stabilizer products. These tests must include the US EPA 7000 Series (TTLC or CAM17) for metals and Method 8270 testing which verify no organic solvents or identifiable EPA 8270 target compounds were detected in amounts which exceed US EPA regulatory standards as applicable to products whose intended use involves incorporation into compacted soil and aggregate materials during construction operations. Product Delivery: The liquid stabilizer products shall be delivered to the BLM Ware Yard, St. George, UT in sealed containers. Product delivered without the seal intact will be rejected. A certificate of compliance provided by the material supplier that has the following minimum information included shall accompany each load of liquid stabilizer product delivered: a. Certificate Date, b. Brand Name of the Product, c. Number of Containers of Product, d. Gallons of Product per Container, e. Materials Supplier, f. Consignee, g. Destination The certificate of compliance should include signed verification by the supplier that the product complies with the manufacturer's published product specification.
