Description

Solicitation Number N00421-03-R-0111 is issued as a request for proposal (RFP). In support of the Commander, Naval Installations (CNI), the Naval Air Systems Command (NAVAIR), the Patuxent River Complex including the Webster Field annex and the Solomon's annex, the Public Works Department provides Facility Planning and Engineering program management as it pertains to the shore station, military aviation, and weapon systems infrastructures. The Public Works Department is responsible for managing and executing the complete sequence of activities associated with Military Construction (MILCON) and Minor Construction projects; planning, design, construction and facility maintenance, and related support such as compliance with Federal, state, Navy, local, DOD, DON guidance, requirements, and policies to support military aviation and weapons systems requirements. The contractor shall provide engineering, technical, and program management services to support shore facility, military aviation, weapons systems infrastructures, and related engineering requirements and programs within CNI, NAVAIR and the Patuxent River Complex including the Webster Field annex and the Solomon's annex. The period of performance is for one base year plus four one-year options with a start date of 02 August 2004. The services are performed at the contractor's site. The estimated level of effort is 232,500 man-hours, inclusive of option years. The contract type is anticipated to be cost plus fixed fee level of effort. This requirement is being procured as a total competitive 8(a) small business set-aside basis and NAICS code 541330 applies to this requirement. When released, the solicitation and any amendments if applicable, will be available electronically at the NAVAIR web site, http://www.navair.navy.mil/doing_business/open_solicitations/index.cfm, under solicitation N00421-03-R-0111. This requirement is a follow-on to N00421-99-C-1639 with Resource Management Concepts,Inc.
