- GOVERNMENT SOURCES SOUGHT / REQUEST FOR INFORMATION THIS IS NOT A REQUEST FOR PROPOSALS. NSSWCDD / CSS is seeking sources for an underwater acoustic transmitting and receiving system to be used with the AN/SLQ-48 Mine Neutralization System (MNS). Preferably the system would be commercial off the shelf. The general background regarding usage and desired features of the system are as follows: The MNS delivers a destructor (bomb) to neutralize threat underwater mines. For exercise and training (E&T) versions of this destructor, a simulated detonation signal is sought. The signal will be received by the surface ship operating the MNS, confirming a successful simulated detonation of the destructor. ? The destructor would be modified by attaching a tethered acoustic transmitter. This transmitter would receive a ?FIRE? signal produced by the destructor, transmitted through the tether/electrical cable. Upon receipt of the FIRE signal, the acoustic transmitter would produce an acoustic signal. This acoustic signal would be received by the controlling surface ship at ranges up to 1000 yards. ? The tether/electrical cable is expected to be less than three feet long. A longer tether would interfere with operation with the underwater delivery vehicle. The tether and a floatation device will likely be necessary to optimize acoustic performance by allowing the transmitter to float above the destructor on the sea floor. Tether/electrical cable rigidity would be dependant on the weight and size (hydrodynamic drag) of the transmitter. ? The transmitter will be required to withstand the forces of desctuctor delivery (dropping from a height of up to 30 feet above the sea floor). ? The maximum operating depth of the E&T destructor will be 300 feet. ? Due to interference from shipboard acoustic sources and the characteristics of the shipboard transducer, the expected operating frequency of the transmitting and receiving systems would be 25-30 kHz. ? The cost of compliance with the Navy?s safety certification requirements for lithium battery powered devices, S9310-AQ-SAF-010, July 1988, will likely preclude use of lithium batteries in the transmitter. However, if a potential system supplier has received Navy approval for the use of a proposed lithium battery transmitter, eliminating the need for further certification testing, a lithium battery powered transmitter will be considered. ? The destructor contains a 25 volt (approximate) battery. Although a self-powered transmitter is preferable, a transmitter powered by the destructor?s battery would be considered if significant transmitter weight and size reductions woul d be achieved. ? The surface ships are equipped with ?D/26? transducers (transmit and receive) produced by Neptune Sonar, Ltd. (www.neptune-sonar.co.uk) described in the attached data sheet (NeptuneD26.pdf). This file can be accessed in the N61331-03-Q-JM05 file through the Sources Sought table at http://www.ncsc.navy.mil/contracts/ZTables/soltab.htm Additional shipboard cable adds 6-7 nF of capacitance. It is expected that this transducer will provide the most cost efficient means of receiving the signal aboard the surface platform. The transducer is connected to a junction box in the surface ships? combat information center (CIC) by shielded cable of approximately 14AWG wire, allowing high voltage transmission (e.g. for handshaking signals between the shipboard receiver and transmitter). Descriptive information is sought in the form of brochures, specification sheets and company points of contact. It is highly desirable that firms be ISO 9001 certified in the manufacture of equipments used in the types of applications of interest specified herein. Design proposals requiring developmental funding are not of interest at this time; this RFI may not directly lead to a request for proposals. Deadline for submission is 30 August 2003.
