Description
The Naval Surface Warfare Center, Dahlgren Division intends to acquire MK-34 System Hardware and Software and MK-34 System Integration and Software Engineering on a Sole Source Basis from Primagraphics, Ltd., 1000 Research Park Blvd., Suite 106, Charlottesville, VA 22911. Associated part numbers are as follows: CAT Panther-A-Display P/N 701236; Panther-A Daughter Card P/N 750000; Existing CAT Upgrade with P/N 750000, Hawkeye Integrated Scan Converter (ACP/ARP) P/N 770202; Hawkeye Integrated Scan Converter (UYQ-21) P/N 77020X; Cobra 400 Video Windows Card P/N 778000; USPIIe-USB/2P2-256-500-PS2 Processor cards fitted with RAMiX PMC disk module PMC233-R20 (20Gb) and RAMiX Fast Ethernet module PMC675-FWFOB (no part number); INT-KIT-USPIIe/2P2 Transition module and cables (no part number); Technical manual for USPIIe (no part number); Solaris 8 Media Kit (no part number); Solaris 8 right to use license (no part number); 8U 19 inch rack mount enclosure fitted with a 400212 20-slot VME backplane and a 400105 400W power supply P/N 700100; VxPoint video cross point switch P/N 727002; Solaris X-Server license P/N 53100X; PARIS development software and single user license P/N 52501X; PARIS SPARC/Solaris 8 software release CD P/N 525038; assorted system internal cables (no part number); four-week framework software development effort (no part number); integration of three systems (no part number); Osprey NRE to support UYQ-21 format (no part number); panel connector for external interfaces (no part number). The MK-34 GWS is being developed to replace the MK-86 Gun Fire Control System as a part of the CG-47 Class Cruiser Conversion Upgrade Program. Primagraphics previously has produced an early console display prototype developed around Primagraphics radar and v ideo processing cards. These cards are unique in that they can accept three specialized radar video input formats, 16 camera video inputs which support the required video formats, support for maps, support for numerous X-Windows graphics overlays, and support for real-time digital display recording. The purpose of this acquisition will be to acquire additional card sets and integrate these separate cards into a prototype display subsystem, which can in turn be integrated with other prototype console hardware and software. This display subsystem shall consist of a set of cards and an associated software toolset, both of which must be compatible with the existing prototype hardware and software interfaces, while providing capability to handle real-world input requirements. The host processors specified for the integrated environment are the common processor within the MK 34 C ruiser GWS equipment set. Primagraphics is the manufacturer of card sets that meet the Government's minimum requirements, and thus the only source capable of integrating these components into a display subsystem that includes both hardware and software to meet the performance and schedule requirements. The applicable NAICS Code is 334511; FSC Code is 9999. Delivery shall be FOB Destination, no later than 120 days after date of award. It is anticipated that Request for Proposal (RFP) N00178-03-R-3127 will be available on the NSWCDD Procurement Division homepage (http://www.nswc.navy.mil/wwwDL/XD/SUPPLY) by 13 August 2003. The solicitation will be open for 30 days. The anticipated award date is 22 September 2003, with delivery expected by 21 January 2004. The Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 has implemented Elect ronic Commerce (EC) in the acquisition area, therefore the RFP resulting from this synopsis and any applicable amendments will be available at the above website and http://www.fedbizopps.gov. Hard copies will not be provided. Vendors should regularly access the NSWCDD website to ensure they have downloaded any and all amendments. DoD will no longer award contracts to contractors that are not registered in the Central Contractor Registration (CCR) database.
