Description
The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to issue an unrestricted solicitation in accordance with FAR Part 12 for a firm fixed price contract for inventory accuracy/quality deficiency report screening support for the Naval Inventory Control Point ? Mechanicsburg (NAVICP-M) and the Naval Inventory Control Point ? Philadelphia (NAVICP-P). The services to be provided include Inventory Accuracy Support at both NAVICP sites, as well as QDR Screening for NAVICP-M. The Service Provider (SP) shall perform Inventory Accuracy work on location at NAVICP. The SP shall perform QDR Screening work on location at NAVICP-M. The SP shall provide management, supervision, personnel, supplies, and associated support to conform to the standards of the PWS. The Inventory Accuracy Department is established within the NAVICP Comptroller Directorate (NAVICP Code 0 1). Inventory Accuracy?s primary mission is to ensure visibility and inventory/financial accuracy for Navy owned material at organic, commercial and other Department of Defense (DoD) activities. The department is responsible for overseeing the successful movement of wholesale and retail material as it moves between these activities. The department provides support to inventory managers, stock points, commercial contractors, organic repair activities and fleet units concerning material movement, inventory accuracy and the billing of stock fund material. In support of the inventory accuracy mission, the department performs General Ledger analysis, General Ledger reconciliations, Billing and Sales analysis, Stock-In-Transit tracking, Carcass Tracking, Transaction Item Reporting analysis, Unreconciled Balances resolution, Master Repairable Item List (MRIL) maintenance, Comm ercial Asset Visibility (CAV) implementation and monitoring, and Redistribution Orders (RDO)/Ready For Issue (RFI) implementation and monitoring. The Quality Deficiency Report (QDR) Screening Section receives QDR?s for all Navy managed material and Defense Logistics Agency (DLA) managed material, except for aircraft and air-launched ordnance. QDR screening in the PWS is defined as the tasks associated with the clerical processing of the QDR at NAVICP-M. This includes QDR receiving, validating, creating folders, and assisting Supply System Analysts. The QDR screening function also includes notifying, distributing and tracking QDR(s) with submitters and Action Points. This solicitation is part of a Government cost comparison to determine whether accomplishing the specified work under contract or by Government performance is more economical. If Government performance is de termined to be more economical, this solicitation will be cancelled and no contract will be awarded. It is anticipated that the official RFP will be issued on or about 8/20/03. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil. All contractors must be registered in the Central Contractor Registration. The NAICS code for this requirement is 561110.
