Description
NASA/ARC is hereby soliciting information about potential sources for providing consulting services to Ames Electric Power Management. The skills and knowledge include the following: -Determine risks to NASA Ames and potential mitigations of the changes in the California Energy Market. -Monitor PG&E Track Filings with Regulatory Agencies and determine possible impact to Ames. -Monitor Western Area Power Administration (WAPA) Determine possible impacts to the cost and availability of WAPA power to NASA Ames under the present agreement. -Develop Plans for Supplying Electrical Power to NASA Ames- Post 2004 Determine Possible Electrical Supply Options Estimate Costs of Each Option Define Operational Changes Required to Support Options Determine post 2004 transmission methods and costs for each Option -Monitor the activities of the Federal Energy Regulatory Commission, the California Utilities Commission, the California Power Exchange and the California Independent System Operator to determine policy or operational changes of any of those organizations that could affect the cost or amount of Ames WAPA and/or PG&E allocation of electric power. Requires Experience with: -Transmission level industrial retail electrical service (115,000 volts) -Low Load Factor (<10%)/High Demand (100 - 200 MW Peak) Facilities -Procedural rules for participating in California Public Utility Commission (CPUC) and Federal Energy Regulatory Commission (FERC) hearings as a Federal Executive Branch Agency -Providing expert testimony in CPUC and FERC proceedings; -Western Area Power Administration including: Post-2004 Marketing Plan Current Marketing Plan Ratemaking methodology Load Management Programs Knowledge of other Western Customers including: Northern California Power Agency (NCPA) The City of Palo Alto Utilities (CPAU) Silicon Valley Power (SVP) PG&E including: -Custom Rate Schedule Negotiation Participation in CPUC Ratemaking Process Ratemaking methodologies -Natural Gas market forecasting -California Joint Powers Agencies (JPA's) -ISO tariffs and protocols -FERC ratemaking practices -California Department of Water Resource contracts and their role in providing electrical energy to PG&E's bundled customers -Rates and contracts of TVA and other utilities that supply power to competitors of NASA-Ames -FERC policy and regulations regarding the transmission services provided to federal government agencies and municipal utilities No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 35 pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Carol Dones no later than 8/8/03.
