Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is 03-AA-0026(mjs) and is being issued as a Request for Quote (RFQ). The NAICS number is 334511. Competition is full and open. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14(b). The provision, FAR 52.212-1, Instructions to Offerors – Commercial Items (9/99), applies to this acquisition. Offers will be evaluated and awarded based on “best value” and evaluation factors include technical compliance, price and warranty. Provision FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (2/00), must be completed and returned with the offer. The following three clauses are included: FAR 52.212-4, Contract Terms and Conditions – Commercial Items (3/99); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (2/00); and 52.252-2, Clauses Incorporated by Reference (2/98), [The full text of a provision or a clause may be accessed electronically at www.arnet.gov/far]. Offers are due August 15, 2003, at no later than 3:00 Central Time, at the following addresses: two copies to the Drug Enforcement Administration, Office of Aviation Operations, Attn: Linda Ray, 2300 Horizon Drive, Fort Worth, TX 76177-5300; and one copy to the Drug Enforcement Administration, Office of Acquisition Management, Attn: Mary Jean Skinner, Washington, DC 20537. An award is anticipated by September 15, 2002, with delivery of the items not later than 90 days after award. Delivery terms will be defined at the time of award. A description of the requirement follows. GENERAL REQUIREMENT: The Drug Enforcement Administration (DEA), Aviation Division (OA), requires a commercially available law enforcement analog microwave down-link transmit package to facilitate surveillance operations conducted using either fixed wing or rotor wing aircraft in support of the DEA mission. TASKS: 1. Description of Product: The contractor shall provide an analog microwave down-link system. The microwave system shall be capable of receiving on either L or S Band frequencies and re-transmit the video signal on S Band in encrypted or clear manner. This system shall also be integrated with the existing long-range camera system to enable transmissions of camera video through the S Band microwave transmitter in either encrypted or clear manner. The microwave system components shall, at a minimum, consist of the following: a power amplifier supplying a minimum of 10 watts of power, an analog dual band receiver capable of receiving both L and S band microwave, and an S band microwave transmitter. (The exact frequencies for the Land S band receivers and S band transmitter to be provided upon award of contract). The system shall also have an analog encryption device capable of providing level three encryption for the S band transmission of microwave data. The omni-directional transmitting antenna will have at a minimum 6 decibel capability. The control head will allow for the remote operation of the antenna position and an indicator light will display the position of the antenna to the flight crew. 2. Performance: The performance specification shall meet or exceed a transmitting distance of 5 miles line of sight from an altitude of 2,000 feet to a briefcase receiver using an omni-directional receiving antenna. The system must also meet or exceed a range of 25 miles utilizing a directional fixed mounted reception antenna without GPS sub-carrier auto tracking capability. 3. Installation: The contractor shall install the microwave system components as directed on any of the following types of aircraft: AS350, AS355, BO105, MD902, and C210. The installation will be completed in accordance with all pertinent Federal Aviation Administration requirements and supported with written documentation covering the installation. A new aircraft weight and balance shall be completed, by weighing the aircraft, when the installation is finished. The aircraft will also have a new compass swing completed and any errors noted on an updated compass correction card. A complete system functional check will be completed by the installer in accordance with the post installation checkout procedures outlined in the system(s) manufacturer’s installation manual. The cost of engineering drawings required for the installation shall be included in the quote and the drawings shall subsequently be provided to the DEA upon delivery of the completed installation. 4. Training: The contractor shall provide training to a minimum of three (3) employees for each microwave system. The date of training will be coordinated with the Contracting Officer’s Technical Representative (COTR). 5. Warranty: The contractor shall guarantee all contractor provided equipment and installation workmanship for a period of one year from the date of acceptance. The contractor shall repair, replace and correct defects occurring during the warranty period without cost, including labor, to the Government. This one year warranty shall be in addition to any other warranties, which may result from standard commercial warranties available from the manufacturers. 6. Travel: Any travel required shall be quoted in accordance with the Federal Travel Regulations (FTR), which can be found at www.gsa.gov. Any travel expenses associated with installation or training support shall not exceed $2,500.00.
